Mr. Healey stated that the requested zoning change is consistent with the Comprehensive
Plan and the surrounding usage and adjoining zoning classifications and usage.
Mrs. Parks questioned additional generation of traffic and noted that parking is critical
in subject area. She felt that it is not good planning to accomplish zoning changes on
a lot-by-lot basis, and would prefer to address an entire area rather than an individual
parce 1.
Motion was made by Mr. Bickerstaffe, seconded by Mr. Turner, to recommend approval of
above request. Motion carried unanimously.

west of Woodland Villas. The site is vacant and consists of lO.33 acres MOL.
Mr. Timothy J. Kerwin, President of Tractwo and President of Kerwin Company, explained
the background to his request. He 'stated plans for development of said property included
the construction of retail commercial and professional office development.
A petition in support of the rezoning request was submitted for the record.
No one other than the applLcant .appeared in support of the above request.
Ms. Mary Carpenter, Director of Woodland Village Association, stated she was representing
152 families who would like to see the zoning remain in its present classification. She
felt that to. rezone subje~t property would create additional traffic and expressed con-
cern regarding any commercial en~Eance' as, it~ relate'S '1:0. Woodland Village".
Mr. Healey read a letter of opposition from Mrs. Marion A. Smith, 2465 Northside Drive.
The Planning Director reviewed the background of the commercial plan designation of
Tract 2 as it related to Tract 62 to t~e recommendation to approve the request:
(1) tne need for forty (40) feet of additional right-of-way along US 19; (2) the type
of commercial use permitted under CP zoning be structured to serve the surrounding
residential neighborhood as opposed to highway-oriented commercial uses; and (3) the
site plan details give careful consideration to the relationship of the tract to the ad-
~ining residential uses.
MOtion was made by Mr. Bickerstaffe to recommend denial of above request. Motion died
for lack of a second.
