Project would consist of: 75%, 2-bedroom; 20%, 3-bedroom; and 5%, handicapped. Mr. Garry Kearns, architect from Troy, N. Y., housing and how the program is operated. discussed Section 8 Mr. Walter F. Uccellini, developer from Troy, N. Y., discussed the financing for this project and emphasized the fact that a resident/ manager would live on the property, in addition to a resident maintenance superintendent. He stated they needed a minimum'of 77 units to manage the project effectively. Mr. Goodwin inquired concerning developer/builder's qualifications in an attempt to obtain an overall feel for the quality of the work and background. Mr. Gilkey then distributed handouts and brochures concerning background and accomplishments of the developers. Mr. Gilkey stated a need for this type of housing and that he felt thi s 1 0 ca t ion \'Jas a proper one. . Mr. ~Iazur expressed concern with the buffer concept suggested by the applicant. No one appeared in favor of the proposed request. Mrs. Elaine Cornil1aud, 1308 N. Saturn Avenue, appeared in opposi- tion, stated she represented the neighbors, and read a letter re- viewing history and background of property. She felt the area is already overburdened with traffic and the area surrounding subject property already overdeveloped. Mr. Healey reviewed history and background of above property, stat- ing the several considerations involved, including adjoining land use, traffic, the airport; and the need for assisted family housing. The request should be considered in light of the number of units proposed and what is appropriate for the neighborhood and this p'articular location.
