Public hearing was held for the purpose of considering requested annexation and zoning
followed by public hearing for the purpose of considering items to be included in an or-
dinance amending the City Land Use Plan and Zoning Atlas.
Tapes of public hearings are on file in the Planning Department,
On motion by Mr. Kuntz,'seconded by Mr. Scheideman, tdnutes of March 17, 1981 were
approved as written.
Planning and Zoning Board recommended as follows.
Land Use Plan Amendment:
1. Lots 34 through 37 incl., Block C,Basadena Sub. (Weaver)
Request - From: Low Density Residential
To: High Density Residential
Above property is located approximately 50 feet east of the southeast intersection of
Drew Street and Greenwood Avenue.and consists of a total of .30 acres MOL.
Mr. Art Damon, representing the applicant, stated there is a residence on said property
which has been converted to five (5) apartments. There is a contract for sale on the
property contingent on the Land Use Plan amendment. Plans are for two additional one-
bedroom apartments to be added. He stated there would be ample parking space.
Mr. Healey reviewed the history of subject property, stating that Low Density Residential
is the correct category for the property based on the current usage of the surrounding
properties. The area will be studied at a later date in regard to the area-wide rezoning.

No one appeared either in support of or in opposition to the above request.
Motion was made by Mrs. Regulski, seconded by Mr. Scheideman, to recommend denial of
above request. Motion carried unanimously.

Above property is located north of and abutting Range Road, south of the Seaboard Coast
Line Railroad and west of Belcher Road. Property consists of 6.0 acres MOL and is vacant.
Mr. Jim David, applicant, stated plans are to develop an office and warehouse on said
site, construction to be initiated in the County.
Mr. Frank Milano, representing Roy J. Deeb, St. Petersburg developer, felt this proposed
project would be an asset to the area.
Mr. Healey stated a 30-ft, additional right-of-way is required for Sunshine Drive and
a 10-ft. drainage and utility easement along the east property line.

Ms. Edith McMenamin, representing the applicant, stated the site is developed with a
single family residence and request is made to allow the conversion to a professional
office. She stated no objections have been received from the neighbors.
A neighbor, Ms. Fieldon, questioned the availability of parking for use of the professional
services.
A letter of opposition was received from Ms. Elizabeth S. Haeseker (dated April 6), stating
proposed request would cause erosion of the character of the neighborhood.
Mr. Healey stated that with the exception of the American Legion Hall the entire area is
developed as Single,Family Residential.
Motion was made by Mr. Bickerstaffe, seconded by Mr. Kuntz, to recommend denial of above
request. Motion carried unanimously.

Mr. Myron Gibson represented the applicant and stated that request is made for seven (7)
separate docking alips plus a dock area, to be built in conjunction with an 8-unit
condominium. He described the location of the property and showed the site plan for
subject property.
Considerable discussion ensued concerning the need for a uniform length, of docks out
into the channel and the aesthetics of same, Mr. Gibson explained the design was based on
the shallowness of the water and the needs for a particular boat proposed to be docked at
the westernmost slip.
Chairman Parks expressed co=rn regarding vista and felt these requirements should be
extended so as not to obstruct the view from adjoining property to the west, a 6-unit

townhouse complex. Further, she stated we should consider how large boats should be
accommodated.
Mrs. Regulski agreed that appearance, vista requirements and protection of adjacent
property play an important role in this development.
Mr. Gibson responded to Board members' concerns and stated the design was completed in
order to accommodate the people who have large boats and that the beat and deepest water
is on the west side of the property.
Discussion ensued concerning vista to the west.
Motion was made by Mr. Bickerstaffe to recommend approval of above request with the fol-
lowing modification: dockway on west end of the property be moved to the east approxi-
mately 19 feet. Motion died for lack of a second.
Motion was then made by Mrs. Regulski, seconded by Mr. Kuntz, to recommend approval of
above request with the following condition: that the design be re-evaluated to ac-
commodate a 20-ft. clear space on the west side. Motion carried unanimously.
Following discussion, it was decided that follow-up of special meeting with Consultant
concerning update of Land Use Code will be continued to the Planning and Zoning Board
meeting of April 21, 1981.
