Public hearing was held for the purpose of considering Forest Lake Condominium RPD site
plan, preliminary subdivision plat for The Village and a dock application for the Sand
Key Yacht and Tennis Club.

On motion by Mr. Canan, seconded by Mrs. Regulski, minutes of March 3, 1981 were approved
as written.

RPD Site Plan - Forest Lake Condominium (P & S Joint Venture Development)
Above property is located north of and abutting Sunset Point Ro~d, west of Belcher Road
and immediately east of Woodlake Condo I. The site is undeveloped and consists of 4.23
acres MOL.
The Land Use Plan classification is Low Density Residential and the current zoning is RPD,
Residential Planned Development.

Mr. Bill Brennan, property owner in Woodlake Condo I, expressed the following concerns:
aesthetics of the proposed plan; desire for a barrier to be constructed bet~een their
property and the proposed project; recommended single access at Sunuet Point Road, ~ith
cul-de-sac connection to serve this'property from Beckett Lake Drive.
Mr. Healey stated the Resource Development Committee had recommended approval of the
site plan at its meeting of February 12, 1981. subject to conditions which have since
been met,
Architect A. Reese Harvey stated the owner is negotiating for joint usage of the recreation
facilities of Woodlake Condominium. He expressed the opinion that they had fully met the
requirements of the ordinance. He. stated that the alternate parking spaces are not needed,
if the Board objects to same.
Mr. Ma~ur stated that the plan does not dimension the distance between buildings.
Mr. Bickerstaffe stated plans preuented to the Board fail to provide tapering into a
deceleration lane,
MOtion was made by Mrs. Regulski,to recommend approval of above request for Forest Lake
RPD site plan, with the following recommendations: (1) recreational area of 10% of the
land,be provided in' a manner integral to the design of the project; (2)' no parking:off
main road; (3) . distances and setbacks of the buildings be identified on the plan; and
(4) that the street be a public street. Motion died for lack of a second.
Motion was then made by Mr, GOOdwin, seconded by Mr. Kuntz, to recommend approval of above
request with the road being a private road, as proposed, and that the actual distances
between buildings and building setbacks be made part of the plan. Motion was then amended
by Mrs. Regulski, seconded by Mr. Mazur, to specify no parking off the main road. Motion
was further amended by Mr. Regulski. seconded by Mr. Turner~ that the recreational area
be designed into the plan in a more integrated fashion. Upon vote being taken, the two
amendments carried 7-2 and the main motion carried unanimously.
Preliminary Subdivision Plat ~ The Villa~e (T. K. M. Builders)
Above property is located north of Jeffords Street at the northwest intersection of
Betty Lane. The site is partially developed with single family homes along Lotus Path
and the remainder of the site is undeveloped pending approval of the subject replat.
The total subdivision consists of 6.7 acres MOL:
Mr. Healey reviewed the background and history of said property, explaining that the
zoning on the northern half of the subdivision is RS-50, Single Family Residential, and
the southern half>> which is the subject area for repiat, is zoned RM-B. Single Family
Duplex-Apartment. The Land Use Plan classification for the entire subdivision is Low
Density Residential.
Mr. Healey explained that plans are to complete development of the northern lots with
sixteen (16) single family residences; the southern half to be developed with four (4)
.triPlexes and seven (7) duplexes. totaling 26 units. This results in the total number
f living units in the subdivision of 42.
The Resource Development Committee recommended approval of the preliminary partial raplat
of The Village on Febrnary 26, 1981.

Dock Application - SE American Development Corp.
Sand Key Yacht and Tennis Club
He stated applicant is requesting
1980 wherein docks were approved
Mr. R. Pheil of AAA Marine represented the client.
addition to a plan which was approved November 13,
on Sites 1, 2 and 3. Application is for Site 4 of the same project for fourteen (14)
boat slips. He stated the developer had underestimated the number of slips for Phase 1.
He emphasized that the use and ownership will be tied to the condominium units with which
they are associated.
Motion was made by Mr. Scheideman, seconded by Mr. Kuntz, to recommend approval of dock
application. Motion was amended by Mrs. Regulski, seconded by Mr. Turner~ to recommend
the boat slips constructed be used exclusively in relation to ownership in Building No.1.
Both the amendment and the main motion carried unanimously.
Mr.' Healey reminded the Board members that a special meeting will be held with the con-
sultants to introduce Board members to the project. team and initiate the Board's parti-
cipation in the review and update of land use regulations.
City Attorney Thomas A. Bustin reviewed the Sunshine Law and possible conflicts of interest
that might confront Board members. He distributed literature and a question and answer
period followed. The Board thanked Mr. Bustin for his assistance.
