The property consists of .72 acres MOL and is undeveloped with the exception of foundations and underground electrical and plumbing work. Attorney George Greer, representing the applicant, reviewed the background and history of said property. He stated the project had commenced in 1974 but economic situations had caused it to be abandoned. The present owners wish to develop the site at a high density and Mr. Greer felt the configuration of said property would not lend itself to Low Density Residential usage. Further, buildings would be located on the western end of the property and a buffer would be erected to the north as a protection to the residents. A letter from Ms. Thelma Damman was received in favor of the proposed application. Mr. Harry J. Warren, 1109 Sunnydale Drive, appeared in opposition to the proposed request and read a petition in objection. He stated they wished to preserve the character of the neighborhood and objected to higher density and the possibility of rental property. Shepard in- Mr. Goodwin expressed the opinion that RM-12 designation might be appropriate. In summary. Mr. Healey stated he did not see the merit in establishing High Density cate- gory for this single lot and he recommended denial. He posed. as an alternative. the RM-12 category to correspond with that which is already establis~ed to the northeast and south- east. Dock Application - A & S Partnership (Island Way Condo): 610. 650. 680 and 690 Island Way (Cont'd. from PlanninR & ZoninR Board MeetinR of January 20. 1981) Mr. R. Pheil of AAA Marine represented the client. He described a proposed concept and stated 4 buildings will be built on 3 parcels along Island Way. separated by two existing condominium developments. Proposal is to construct a walkway along the seawall in front of each segment of land owned by A & S partnership. In the event Diamond Island and Bay Island condominiums wish to join in this enterprise. they can connect to this walkway. Mr. Pheil stated he had contacted these two condominiums concerning their interest. The Board expressed considerable concern regarding this concept and the possibility of residents selling boat slips to other than the residents of the condominiums. Mrs. Regulski stated there is a right-of-way at the termination of Hsrbor Passage and questioned how the project would affect this. Mrs. Parks expressed concern regarding length of the docks relative to the navigable channel and said the matter of navigation is of considerable concern. Page 13 1981 t:::;, ~ Mr. Healey showed pertinent slides and the site plan for the Island Walk He expressed the following concerns: (1) fact that walkway extends from lot line and that effective clear space will be minimized; (2) boardwalk concept would extend property another 10 feet encroaching on water area; (3) possible interference with channel underneath Island Way at property to the south. He stressed consideration should be given to how far the dock should extend outward. Condominium. 10 t line to Mr. Pheil clarified the seawall setbacks, stating they can legally build up to the property line and the dock extension is due to shallow water. Mr.,Scheideman expressed concern regarding the boat slips and docks being expressly for the condominium owners. Mrs. Parks expressed concern regarding possible obstruction of vistsj i. e.. 700 Island Way. Mrs. Regulski stated the boardwalk appeared unnecessarily wide. Mr. Healey stated the site plan had been approved has up to 7 years to complete all 4 buildings. for Building No.1. by the Commission and that applicant A building permit has been obtained Motion was made by Mr. Bickerstaffe. seconded by Mr. Kuntz, to recommend approval of dock application, to extend to a maximum 52 feet from the seawall, including the tie- poles., and that the boardwalk and docks attributable to each building be erected to coincide with the construction of each building. Motion carried. Mr. Mazur abstained due to a conflict of interest. Next item on the agenda was the election of a chairman and vice-chairman for the year 1981. Mr. Scheideman nominated Mrs. Parks for chairman. Mr. Bickerstaffe seconded the nomination. Mr. Scheidemen nominated Mrs. Regulski to serve as vice-chairman. Mr. Kuntz seconded the nomination. Mrs. Parks and Mrs. Regulski were unanimously elected. Mr. Healey reminded the Board of the upcoming symposium to be held in Tampa on February 6 at which Board members and staff will attend.
