Kuntz, Mazur, Scheideman and Turner; Bill Shepard, Engineering Department Public hearing was held for the purpose of considering requested annexation and zoning items followed by public hearing for the purpose of considering items to be included in ordinances amending the City Land Use Plan. Subsequently>> it was discovered that the legal description in said agreement did not cover the property to which the water service was requested. No building permit or water meter had been obtained and the City retracted its letter to the County and informed the owner it could not commit to serve the property until an agreement was prepared and executed by the property owner. Property owner has now submitted a Petition to Annex and executed an Agreement, A letter to the County indicating the City will serve Parcels A, Band C with water in order that the owner may construct his proP9sed addition to the existing ~are- house buildings has been transmitted. A County Land Use Plan change will be required on Parcels B, C, D and E. DedicBtion of right-of-way was discussed. Mr. Healey stated the City desires an aD-ft. right-of-way along westerly border in anticipation of proposed extension of Landmark Drive and that, in the event the road was not built, the right-of-way would serve as a buffer and connection for City recreational trail system. Mr. A. L. Bilgors, President of David Bilgore, Inc., stated he had previously signed an agreement with the City to give the City a bicycle path easement. In return, the City stated it would bring his property into the City in consideration of the fact that they would ultimately become annexed. Mr. Bilgore will dedicate 70-ft. right-of-way but requests a waiver of the parkland dedication. Mr. Mazur expressed concern that the City might be going against the Thoroughfare Plan which had been adopted>> calling for an BO-ft. right-of-way. Discussion ensued. Mr. Goodwin questioned potential for density transfer and asked for clarification, which Mr. Healey provided. Concerning entranceways, Mr. Bilgore stated they will'not come onto McMullen-Booth Road and that the type of construction anticipated is not in the nature of small warehouses but is anticipated to attract large corporations requiring at least five acres. The following persons appeared in objection: John Ganon, Richard Dann>> Mrs. Graham Bnd George Bokovick. Reasons for objection were: present property not being properly main- tained, usage other than industrial desired for the area, and concern expressed regarding increased noise and traffic generation. The following should be added: Pinellas County does not and will not permit hazardous waste disposal at the existing sanitary landfills or the resource recovery facility when it is in operation. Hazardous waste disposal in Florida is administered by the Department of Environmental Regulation (DER) Whereby hazardous waste generators must contact DER to obtain a permit to dispose of the waste. The State is presently preparing enabling legislation so that it has the legal authority to administer the hazardous waste regulations established by the United States Environ- mental Protection Agency. The City of Clearwater is presently working under state and federal guidelines concerning hazardous waste collection and disposal.
