Absent: Mr. Turner Public hearing was held for the purpose of considering an amendment to Residential Planned Development (RPD) site development plan, Oak Heights Park, to add congregste living facility. Tapes of public hearing are on file in the Planning Department. On motion by Mr. Kuntz, seconded by Mr. Bickerstaffe, minutes of November 18, 1980 were approved as written. Planning and Zoning Board recommended as follows. To consider Amendment of Residential Planned Development (RPD) Park, to add Congregate Sec. 36-28-15 (Gulatta) site development plan, Oak Heights Living Facility on Lots 10 and 11, Above property is located north of and abutting Union Street, east of Beecher Road. Blyler, representing the applicant, stated the intended use of the property is to establish a congregate living facility similar in operation to the Share-A-Home facility planned in the area. He informed the Board that the pro- posed.project is designed to be totally self-sufficient financially,.including the cost of maintaining the property. The main structure consists of 5 bedrooms and 3 baths. A 3-car garage will be converted to 3 bedrooms and bath. He stressed the fact that no outside alterations to the structure will be made. Approximately 14 persons are planned to reside in the home, each paying a monthly fee. Mr. Bickerstaffe addressed the Board on the proposed project, stating that it is pri~arily designed for persons who can afford to be by themselves but cannot physically maintain their own homes. He stated a non-profit corporation will be formed. Mrs. Parks expressed around the community proposed ordinance. a preference for seeing the congregate living concept spread and that this should be specifically incorporated into the No one appeared in support of the above request. Those persons appearing in opposition to the above request follow. Mr. Joseph R. Comeau, 2121 Beecher Road, stated the residents were informed that no other facility similar to Share-A-Home would appear in the immediate area. Mr. Donald Burroughs, 1910 Union Street, resides next door (west) of subject property. He expressed a fear that a pattern might develop in the area, resulting in commercial activities inconsistent with residential use. Mr. Frank K. Gallishaw, 1900 Union Street, felt the proposed enterprise is far from a non-profit corporation and expressed fear that the area will become commercial. He stated his desire to protect his investment inasmuch as the surrounding homes range in the $80,000 - $150,000 bracket. Mr. Robert Gorgen, 3120 Beecher Road, stated the subdivision covenants preclude use for other than single family dwelling and he desired to protect his investment. If.subject application is approved, he informed the Board he would then file to have hi~ property rezoned in order to have a similar project. Mr. Healey then showed slides of the property involved and an aerial, outlining Share-A-Home's property and how it relates to the applicant's property. He pre- sented the pro's and con's of the application, stating that, although there is a need for congregate living facilities, it is necessary to be cautious in applying the concept in that we do not alienate the populace, depreciate surrounding property values, and thus defeat the very purposes of deinstitutionalization. He felt there were numerous and significant distinctions between this application and the previous Share-A-Home request. On the basis of these distinctions, Mr. Healey recommended that the application be denied or at least postponed until the forthcoming ordinance can be adopted, setting guidelines for such congregate living facilities. Considerable discussion ensued. Motion was made by Mrs. Regulski, above request. Motion carried. conflict of interest. seconded by Mr. Kuntz, to recommend denial o( Mr. Bickerstaffe abstained due to a possible @ Chairman Parks informed the Board she had received a letter of resignation from David Gildersleeve and stated that his presence would be greatly missed in that he had contributed much to both the Planning and Zoning Board and the City of Clearwater.
