Members present:
Chairman Parks, Mrs. Ragulski. Messrs. Bickerstaffe, Gildersleeve,
Kuntz, Mazur, Scheideman, Turner and Zussy; David P. Healey,
Planning Director; and Bill Shepard. Engineering Dept.
Public hearing was held for the purpose of considering requested annexation and
zoning item followed by public hearing for the purpose of considering items to
be included in ordinances amending the City Land Use Plan and Zoning Ordinance.
Tapes of public hearings are on file in the ?lanning Department.
On motion by Mr, Kuntz, seconded by Mr. Scheideman, minutes of September 2, 19BO
were approved as amended. Hr. Bickerstaffe asked that the following be added to
, his comments re Share-A-Home: An apartment or multi-family zoning classification
would be the appropriate location for this type project but not in a Single Family
Residential section.
Annexation & Zonin~:
1. 5 55 ft. of Lot 23 and N 6 ft. of Lot 22. Suban's Sub, (Lippert/Cantlin)
Request: Annexation & Zoning, Rs-60, Single Family Residential
Above property is located east of and abutting l"est Drive, north of Greenlea Drive
and south of South Drive. The property is currently developed as a single family
residence and contains .19 acres ~~L.
The applicant was not present, No one appeared either in support of or in opposition
~o the above request. The annexation request is in conformance with the Comprehensive
Land Use Plan.
Notion was made by Hr. SCheideman. seconded by Mr. Gildersleeve, to r'econunend ap-
proval of above request. Notion carried unanimously.

Proposed ordinance was reviewed by ~~. Healey. He stated it would replace the
PRUC section in its entirety.
The following comments were made by the Board members.
Concerning Section 24.03J Mr. Mazur inquired as to th~ necessity of requiring a
community impact statement and was informed that staff is now working on such an
ordinance to allow the City Manager more flexibility.
Mrs. Regulski expressed concern re ~ore center in that no provision was made for
open space.
Mr. Cildersleeve felt there was a necessity for periodic parking inventory.
Concerning Section 24.08J the possibility of a parking garage was discussed.
Mr. Zussy stated this is a realistic comp~omise concerning parking and that, at the
present timeJdcwntown tampa has no requirement. He felt amendments to the ordinance
could be made at a later date but that the proposal is a good'basis for a beginning.
Mr. Bickerstaffe suggested some open space might be placed on top of the buildings.
Mr. Bob Stiff stated that he had observed that when a large structure is erected,
green space has been included.
Rev. Bill Anderson, minister of the Calvary Baptist Church, asked for a clarification
of the overlay.
Mr. Aaron Bilgore, Vice-Chairman of the Clearwater Downtown Development Board, com-
plemented Mr. Healey on the proposed ordinance, stating that there is now a sound basis
for moving forward. He felt that the present zoning negates any growth, and commented
that wide publicity had been given to this ordinance and response had been favorable.
Motion was made by Nr. MazurJ seconded by Nr. Zussy, to recommend repeal or Article XXIV.
Planned Redevelopment ~rban Center (PRUC) in its entirety and adopt a new Article XXIV
entitled Downtown Development (DO) District, with the inclusion of categories for
parking garage and parking lots in Section 24,04, Motion carried unanimously.
Land Use Plan and Zonin~ Atlas Amendment
For Bayfront (overlay) Area of Downtown Development District to: (a) extend
Downtown Development plan category so as to superimpose over present Land ~se
Plan categories and (b) Downtown Development zoning district so as to superimpose
over present zoning districts.
}Ir. Healey explained the rlan and the discrepancies, stating that the Pinellas County
Courthouse was included in the core area and should be deleted, Proposal is that it
remain as part of the bayfront per the Plan.
Hr. Healey stated adjustments have been made to reflect the County Compte x bounded by
Oak, rt. Harrison, Chestnut and Court ~ to be included in the bay:ront area and the
overlay that is applicable to it.

Motion was made by Mr. Gildersleeve, seconded by ~lr. Turner. to recommend approval
of the Land Use Plan and Zoning Atlas Amendment as proposed. Motion carried
unanimously.
Tract 90, Phase I (U. S. Home Corp.)
Mr. Healey reviewed the background and history of Tract 90, stating that the annexation
of Phase I had been approved by the City Commission on March 7, 1978 as RS-75. Single
Family Residential. It is now under construction.
Phase II,construction has been delayed due to problem associated with the overall
density. In addition, transfer of jurisdiction has not been authorized.
Mr. Paul Corace. Pr~ject Manager for U. S. Home. appeared before the Board.
Motion was made by Mrs. Regulski, seconded by Mr. Gildersleeve, to recommend approval
of Tract' 90, Phase 1. with the following conditions: (1) Phase II be forthcoming
within one (1) yearj and (2) area agreed on for park dedication be identified in
an ,agreement to be executed within thirty (30) days. Motion carried, Messrs. Mazur
and Gildersleeve abstained due to conflict, of interest.

Repeal Article XXIV Planned Redevelopment Urban Center
(PRUC) in its entirety and adopt a new Article XXIV
entitled Downtown Development (DD) District; which
district will provide for the recognition of the Bayfront
(overlay), Core and Eastern Corridor areas, permitted
categories of activity, density and height limita~ions,
parking provisions, and supplementary design review
procedures and definitions for the Downtown Development
District.
2. Land Use Plan and Zoning Atlas Amendment
For Bayfront (overlay) Area of Downtown Development
District to: (a) extend Downtown Redevelopment plan
category so as to superimpose over present Land Use
Plan categories and (b) Downtown Development zoning
district so as to superimpose over present zoning
districts. Property is located west of Osceola Ave
and Oak St to Clearwater Bay and from Jones S1: on the
