Public hearing was held for the purpose of considering requested annexation and zoning
items followed by public hearing for the purpose of considering items to be included
in ordinances amending the City Land Use Plan and Zoning Ordinance.
Tapes of public hearings are on file in the Planning Department,
On motion by-Mr. Scheideman, seconded by Mrs. Regulski, minutes of August 5, 1980 were
approved as amended.

Above property is located south of and abutting San Bernadino Street. east of McMullen-

above request. The annexation request is in conformance with the Comprehensive Land Use
Plan.

Mr. Healey presented the background of above request, stating the RPD plan had been ap-
proved in 1973 and that a minor plan adjustment was effected 2 - 3 years ago. He stated
that with the flexibility which RPD zoning classification allows, setbacks, space and the
arrangement of lots around the water all speak to the appropriateness of the project.
Hr. Healey informed the Board that an ordinance is in process whereby congregate living
facilities would be addressed.
Mr. Herbert Donald, representing Share-A-Home, ~tated that plans are for up to ten un-
related elderly persons, plus a live-in manager, to share the home. He emphasizmthat
the project has the backing of Comnronity Services organization and Share-A-Home has a
contract to purchase said property dependent upon the zoning. Mr. Donald stated that a
similar concept has been well received in Winter Haven~ It is the plan for transportation
to be provided and a monthly fee of approximately $380.00 per person would be charged.
He stressed the fact that internal improvement only will be done.
Chairman Parks pointed out that screening the appLicants would be a difficult task.
No one appeared in favor of the project.
Mr. Thomss B. Gulette, 1918 Union Street, appeared in opposition. He expressed concern
that it would be a commercial enterprise and felt this was not the proper area for such
a venture, inasmuch as it is not privately owned. He expressed further concern regarding
the standards and that, at the present, no license is required to operate such an es-
tablishment. '
Mr. Mazur questioned how many persons might desire to have a car at the home,
Mr. Donald felt that parking would not be a problem.

Mr. Scheideman inquired if it were possible for Share-A-Home to purchase adjoining lots
and expand and was informed that, in this instance, a public hearing would be required.
Chairman Parka expressed concern should Share-A-Home decide to dissolve.
Mr. Bickerltaffe felt that this type of ventu~e was not compatible with RPD although
he felt the concept was an excellent one.
