The property consists of .72 acres and is currently developed with residences. Requested Land Use classification is not in conformance with the Pinellas County Land Use Plan but will not require formal amendment due to size of parcel. Mr. Gilbert P. MacPherson, appearing before the Board, stated the purpose of the request is to provide more comprehensive medical care as there are no other physician services in the area to provide them for both in and out-patients. Mr. Robert O. King, 1885 E. Druid Rd., appeared in objection to the proposed expansion and stated the area couldn't handle the traffic. In addition, he said the noise level is bad due to the emergency vehicles traveling to and from the hospital. Mr. John J. Silver, Hospital Administrator, answered various questions posed by the Board members. He indicated that the hospital had no plans for expansion beyond this requested change. Mr. Healey showed an aerial of the subject property and related it to the Comprehensive Plan. Chairman Parks expressed concern regarding the eKtent of encroachment upon the resi- dential area. She felt this expansion would be an intrusion no matter how small the amount of additional traffic generated. Hr. Bickerstaffe felt that eventually some kind of expansion would be needed for such a facility. Mr. Zusey expressed concern re existing right-of-way and adequacy of same. MOtion was made by Mr. Zussy, seconded by Mr. Turner. to recommend approval of above request with the stipulation that right-of-way dedication on Druid Rd. be considered and the ,applicant be urged to voluntarily submit the site plan for the proposed office building to the City for review. Replacing existing Article XXXII in the Code with new language to clarify and expand the existing fence. wall and landscaping provisions; to provide for revised fence or wall height on double frontage and corner lots, and for separate fence or wall height on selected arterial roadways. Mr. Healey reviewed the background of said ordinance text chsnge and stated that no recognition had been given for double frontage lots and that many requests had been received for variances. He showed various illustrations of what height fences would be allowed and the location on the lot. Motion carried unanimously. Motion was made by Mr. Bickerstaffe, seconded by Mr. Kuntz, to recommend approval of the above ordinance text change, as amended. Motion carried unanimously. 2. Amending Article XXXIV, Section 34.02 (c) (1) to read: "All tracts of one acre or more intended for commercial, industrial. office, public or semi- public use and tracts intended for multi-family use designed to provide eight units or more shall be submitted for site plan approval requirements in accordance with Section 34.03." Mr. Healey stated the proposed wording clarifies requirements for submission of site plan approval. Motion was made by Mr. Scheideman, seconded by Mr. TurnerJ to recommend approval of above ordinance text change. Motion carried unanimously. With the Board members' approval, Chairman Parks deviated from the agenda and pro- ceeded to review the preliminary subdivision plat for Chestnut Court. Preliminary Subdivision Plat - Chestnut Court Part of Lots 1 & 2. Lot 3 & 16. Ma~nolia Park Sub. Mr. Healey reviewed the plat with the Board, stating Professional Office use is proposed. Property consists of 1.63 acres. with 5 lots to be platted and 5 buildings to be located thereon. The remainder of the property will be held in common. Concern was expressed relative to relationship of parking to existing building to the south and as to the desirability of retaining the oak tree adjacent to the southern- most building. Mr. Shepard stated that a 5-foot easement will be required along Chestnut Street. Motion was made by Mr. Zussy, seconded by Mr. Scheideman. to recommend approval of the preliminary subdivision plat for Chestnut Court. Motion~rried unanimously.
