Ordinance 1988 was recently adopted. This amendment to the Ordinance
would allow the City to revoke a permit for temporary or portable buildings
if there were any violations of the City Code. Mr. Mazur asked if this
applied to a temporary sales structure. He also asked if this shouldn't
be tied more closely to a violation of the code related to the temporary
buildtng, Mr. Mazur further suggested that it seems like if someone has
four developments and th~ City has a problem with one of themt the devel-
oper would lose all'~f his licenses and that there should be some way of
tying down the violation to some specific bUilding.
Mr. Bickerstaffe felt that someone should be able to be prosecuted for
some specific violation, but that he didnlt think this was the way to get
around soliciting on the street. This should not be allowed unless it is
a survey being run by a governmental agency and approved by the City. He
felt that the amendments should come under a different category of the
Code.
Mr. Healey stated that the City Attorney should be consulted for perhaps
another way to address these issues. There was further discussion with,
all members of the Board expressing concern regarding the broadness of
the language of this. amendment. Mr. Healey stated he would address these
concerns with the City Attorney. prior to the rescheduled hearing date
of July lat.
D Chairman's Items ~ Chairperson Parks thanked Mr. Tice for serving on
the Boa~d as this was his last meeting and Mr. Healey thanked Mr. Tice
for his serv~ce on behalf of the staff. Mr. Tice said that he had enjoyed
being a member of the Planning and Zoning Board but that he was anxious
toHbe more closely involved in marine affairs as a member of the Marine
Advisory Board.
Chairperson Parks noted receipt of a letter concerning Jewel T property
for the Boards Lnfo~ation.
E - Director's Items - Mr. Healey said there were two items to be discussed.
parking and attendance. Ms. ,Harvey stated that she had checked with the
Traffic Department and advised them that the Board wished to have reserved
parking. She was advised by Traffic Engineering that they did not favor
a permanent arrangement but that in the past red bags had been provided to
cover the meters. Since the m~ters have been removed there is no way to
lock the bags onto the posts, but the Planning Department will try to have
the bags out in front of City Hall for the next Board meeting to make sure
parking space is available.
Ms. Harvey said that the second item pertained to attendance rules of the
Board which she had researched and distributed copies of same. She noted
that the Board had adopted a policy regarding attendance of the Board
members in October of 1979 which reads as follows:
IISix (6) or more absences in any consecutive l2~month
(24 meeting) period or three (3) or more consecutive
absences from scheduled Planning and Zoning Board
meetings will be grounds for dismissal from the
Board by the City Manager.1I

Mr. Healey stated that if the Board is concerned, the matter should be
brought to the attention of the City Manager with or without a recom-
mendation. Mr. Tice mentioned that he had voiced his opinion last time
concerning this situation. Mr. Healey suggested that the appropriate
way to approach it was to ask the City Manager to inquire why Mr. Scheid-
eman hes now missed his fourth meeting and if he no longer is able or
desires to participate to request his resignation.

Chairperson Parks felt that the City Manager should be made aware of
the fact that Mr. Scheideman has now' missed four consecutive meetings
and that the Board is concerned about the situation, Mr. Healey said
that staff would make a point of informing all new members of the
Board's policies. Mr..Kuntz agreed that every new member should have
an orientation by staff. Chairperson Parks said that she will send a
memo to the City Manager regarding Mr. Scheideman,
Chairperson Parks asked if there were any other items and Mso' Harvey
stated that there was one more item concerning meeting times in August.
At the last meeting of the Board it was noted that several members
would be away in August. With the Boards approval the second meeting
in August, August 19th will be cancelled. .Mr. Healey requested and
received Board authorization to combine items in such a way as to avoid
getting everYone together for a very short agenda, subject to the con-
currence of the applicant.
There being nothing further to discuss, motion was made by Ms. Regulski
to adjourn the meeting at 2:08 PM, seconded by Mr. Tice and carried
unanimously.
