Motion carried unanimously. to recommend approval Preliminary Subdivision Plat - Cedar Hei~hts Above property consists of 15.7 acres and 1s located on the northeast corner of Hercules Avenue and Montclair Road. The parcel was annexed by the City on November 15, 1979 and given a zoning district classification of RS~60 by Ordinance Nos. 2062 and 2063 respectively. Proposed subdivision indicates 53 lots are to be single family residences with one parcel to be designated as recreation area. A retention pond is located in the northeast corner and the property owner to the west will be responsible for maintaining the retention area, per Engineering Department requirements. Resource Development Committee recommended approval on November 9, 1979 with con- ditions which have since been met, anticipating that final plat approval would be obtained by the developer from the County prior to City annexation. Mrs. Regulski expressed concern with the depth of the lots extending to Montclair Road and stated she would like to see approximately 25 feet added so that prospective owners could build a pool without requesting a variance. She also expressed concern that the 3 roads leading from the subdivision all open onto Montclair Road and created a less-than~desirab1e traffic circulation pattern. Mr. Healey reviewed the considerations taken into account by the Resource Develop- ment Committee. Motion was made by Mr. Mazur, seconded by Mr. 'Bickerstaffe, to recommend approval of preliminary subdivision plat for Cedar Heights with the stipulation that the retention pond area in Lot 23 be shown to include a drainage and utility easement and that a note be added to the plat to show that the proposed recreation area in Tract A be dedicated to the City of Clearwater. Amendment to the motion was made by Mr. Tice, seconded by Mr. Bickerstsffe, to "ote that the Planning and Zoning Board 1s aware that many of the lots would not be able to accommodate pools and the Board would like the Planning Department to con- sider that 1n the future.
