Bickerstaffe, Kuntz and Tice; David P. Healey, Planning Director Absent: Messrs. Scheideman and Turner Gildersleeve, A special work session was held on the proposed mid-beach rezoning which was con- tinued from the meeting of March 18, 1980. Mr. Healey outlined the present delineations and reviewed the proposed rezoning from Marianne to Somerset Streets. Persons appeared in support as follows. Mrs. Judy B. Jackson, 723 Bay Esplanade, citing overcrowding of the beach, stated she supported the majority of the plan. However, she felt the CG zoning category south should remain. She agreed that general business should stop at Avalon a buffer for the residential area to the north. She stressed the need limitation of four stories. of Baytnan t to provide for height Mrs. Anne Garris, 38 Acacia Street, stated she supports the proposed rezoning but would propose the OG area south of Baymont be extended to E. Shore Drive. She felt the general trend concerning building has been toward residential and the residents will need more business as condominiums are puilt. She also stressed a limitation of forty feet and a buffer for residential area to the north. She supported CTF-28 east of Handalay and north of Bay Esplanade being rezoned to CTF-24. represented the Beach Association. She read Hot.lever, Mrs. Nancy Pappas, 806 Narcissus Avenue, a letter addressed to the City Manager which had been endorsed by the Board. she emphasized that, at that time, the line between CG and CTF-28 had been drawn at E. Shore Drive. She expressed her preference for CTF-24 in lieu of Bay Esplanade and east of Mandalay and a 40-foot height limitation. support for CG east of Mandalay and south of Baymont and encouraged of stores for ease of walking. Several persons appeared in objection as follows. Property Owners Association, stated he had to the Clearwater Sun, stating his position Mr. James Gray. representing Clearwater written a letter (dated March 24, 1980) on rezoning. He had expressed his view at the Planning and Zoning Board meeting of ~rch 18, 1980. He felt the Yacht Basin Apartments should be zoned RM-28 and main- tained that should there be a disaster there would be a financial loss to the owners. Concerning Palm PaVilion, it was his feeltng that its usage is largely commercial and should be classified that way. . H. Mr. Don Fuhrman, 621 Bay Esplanade and motel owner, be disastrous. stated further downzoning would Ms. Therese Smith, 669 Mandalay Avenue and motel owner, stated CTF-28 zoning should remain in effect and she would not like to see the density lowered. Mr. Fred Franzman, 15 Somerset StreetJ stated CTF-28 zoning category should remain and expressed concern should a fire or other disaster occur that they might not be in a position to build a similar structure. Ms. Elsie Goshen, owner of Sea Gull Apartments, ,on Mandalay Avenue to Somerset Street. stated her support of small businesoes Hr. Rick FavorJ representing Yacht Basin Apartments, stated that the Board of Adjust- ment and Appeal on Zoning had granted a variance to allow the improvement and up- grading of said apartments. He expressed the opinion that downzoning commercial would be detrimental to the apartment residents and that the current zoning is sufficient to protect the business interest. Attorney William J. Kimpton, 265 Bayside DriveJ expressed concern and outrage regarding change to CG zoning category and felt the- area has tremendous potential. He would like to retain flexibility of CG that would allow some change and new development. He ex- pressed opposition to CTF-28 and felt the future lies in this section of the beach. Hr. Dudley Schutzendorf. True Value Hardware, stated that businesses need to expand on the beach in order to serve the residents and pointed out the developed nature of the mid-beach area. Mr. Ed Becker, 419 E. Shore Dr.Lve, appeared in opposition to the proposed rezoning. FollOWing the comments and input by the citizens, the Planning and Zoning Board members discussed their respective views. Messrs. Tice and Bickerstaffe recommended leaving the entire area as is, with the exception of the church and public lands that would be reclassified consistent with the Land Use Plan. Hr. Gildersleeve suggested the commercial line be drawn down the center of E. Shore Drive. Concerning proposed CTP-2B on the gulf side. he felt we should look at the predominant character of the neighborhood and the need to encourage better utilization of the land. Mr. Kuntz felt chat the beach needs commercial zoning and it should be retained. Beach Hotel should be rezoned to CTF-28. The Mrs. Parks felt CG zoning should continue it i. on the west side of Mandalay. east, south of Baymont, but keep line where Mr. Tice felt the.Yacht Badn Apartments should be retained in CTF zoning category. .
