Public hearing was held at 1:40 PM for the purpose of considering requested annexation
and zoning items followed by public hearing for the purpose of considering items to
be included in an Ordinance amending the City Zoning Laws. Appendix A. Clearwater
City Code. .

Mr. David Edmunds appeared before the Board in the capacity as Trustee for the east
one~half of the property and representative for Mr. Johnson who is the owner of the
west one~half. The east one~half is under contract to Mr. Joe Grammatico who an~
ticipates constructing mini warehouses.
Mr. Healey showed an aerial of the property and stated that both the County and City
Comprehensive Land Use Plans depict residential designation for this area with the
exception of a 200~fo~' strip along Drew Street. He further stated that the north
one-half intrudes upon the adjoining RS-100 zoning district.
Discussion ensued and the Board discussed a possible buffer. Motion was made by
Mr. Tice, seconded by Mr. Turner, to recommend approval of above request with the
understanding that the adjoining properties be reclassified commercial on the pian,
consistent with the location of this parcel in s northeasterly to northwesterly
direction. Upon vote being taken, motion failed 3-3.
Motion was then made by Mr. Gildersleeve, seconded by Mr. Scheideman, to recommend
approval of above request as follows: property recommended to be annexed with the
southerly,one-half to be zoned CG and the northerly one~ha1f RS-50. Motion carried

Motion vas made by Mr. Tice. seconded by Mr. Gildersleeve, to recommend approval of
above request. Motion carried unanimously. No one appeared in opposition.
Chairman Hall discussed the procedures to be followed for the public hearing to
consider rezoning the South Greenwood area, Phase II.
Mr. Healey reviewed briefly the history and background of the proposed rezoning of
properties in the South Greenwood area that are not zoned commensurate with the
actual or moat appropriate usage or the Comprehensive Land Use Plan. He ~eviewed
the background information presented at the public hearings on Phase I. including
the Community Development Block ~rant Program and the Neighborhood Housing Services
Program.

Above property consists of approximately 12 acres, located north of Lakeview between
S. Greenwood and Belleatr El~mentary School. The area is of mixed one-, two- and
multi-family usage, comprising 57 dwelling units and an unfinished, abandoned project.
Mr. Barry Schwartz, Clearwater Neighborhood Housing Services, read a letter dated
August 3, 1979 from Mr. John F. Gilbert, Executive Director. The tetter encouraged
support for Phase II of the neighborhood rezoning pLan submitted and stated the
rezoning is vital to the success of their program.
Mr. Thomas J. Maas, a property owner on Lakeview Road, appeared before the Board in
opposition, stating he would incur a loss on his investment. Attorney Joseph Park,
representing the owners of Sunshine Hall and the abandoned apartment complex, stated
that the proposed rezoning would decrease the saleability of the property, preclude
completion of the project, and that his basic objection is financial. Ms. Myrtle Hall,
owner of 7 lots, stated the proposed rezoning. would depreciate the value of her property.
Mr. Healey responded to the objections raised.

hearing. In 1971 the Coamission approved a zoning change to "Bt! Business. including
cert.in stipulations. Since 1971 the property has remained vacant.
Attorney Robert W. Wilson appeared in opposition. He stated he had purchased said
property from his family in 1959 and described its use through the years. He re-
iterated the history of the property and its zoning. He requested the' Board recognize'
the deal he and the City had made and reject the rezoning.
Motion was made by Mr. Tice to recommend denial of above request to rezone to RM-28.
Motion died for lack of a second.
