Special Meeting June 23, 1987 Cleal'water Pass Bridge The City Commission met in special session on June 23, 1981, in the Chambers, at 5:00 pm, with the following members present: Rita Garvey James Berfield Lee Regulski Don Winner William Nunamaker Mayor/Commissioner Vice-Mayor/Commissioner Commissioner Commissioner Commissioner Also Present: Anthony L. Shoemaker Milton A. Galbraith, Jr. William C. Baker Cynthia ~. Goudeau City Manager City Attorney Public Works Director City Clerk The purpose of the meeting is to hear from consulting engineers, Kissinger- Campo and City Staff regarding the current status of Clearwater Pass Bridge. ... The City Manager indicated we have assured services to Sand Key residents and we are protecting the integrity of the bridge. He stated it was due to observence of staff and a fisherman that noted the deflection early that enabled the City to move quickly in the crisis. Police and Fire services are stationed at the Coast Guard Station. water and sanitary sewer service are continuing. Sanitation trucks are Sand Key over the Belleair Causeway. Gas, reaching The Public Works Director reviewed all efforts that have been attempted over the past years to protect the bridge from scouring caused by the swift current through Clearwater Pass. He stated there has been no lack of diligence or responsibility on the part of the City. Mr. Campo of Kissinger-Campo, the Citys' Consulting ~ngineers, stated when they inspected the bridge in December of 1986, they noted scour but the bridge itself showed no signs of stress. He emphasized it is a well maintained bridge and that at that time there were no pile tips exposed. He stated at the present time the efforts are to secure the bridge to ensure its integrity and that dolphins with tie backs will be installed to stabilize the bridge laterally. Next, the bridge will be repaired to a point where it can handle traffic with certain restrictions. The City Manager emphasized that the pilings were not merely placed on sand when the bridge was constructed. Mr. Campo further indicated that pile driving records are being provided and soundings are being made to determine the depth of sand under the bridge at this time. He stated it will be approximately two montns before the bridge can be opened and it will be limited to light vehicles. In response to concerns about the period of the time the bridge will need to be closed, Mr. Campo stated the problem is spread out over the south half of the bridge. He stated that additional pilings should not be installed as that would increase the scour problem. The City Manager indicated there will be a follow-up report with specific recomrnendtions for a long-term solution. In response to a question, it was indicated that the original pilings were driven to the point of refusal. However, the length of the piles is not known as until recently plans for the bridge were not available. Discussion ensued regarding the specific problem with the bridge and also the overall problems with the turbulence in the pass causing scouring. It was indicated that the situation in the pass changes on a day to day basis. Mr. Campo emphasized that the bridge itself is in good shape, however merely placing the bridge in tne pass restricts the flow and causes the scouring problem. .. It was again emphasized that the City has been aware of the scouring problem for many years and has addressed this problem by responding to all advice and studies done. Discussion ensued regarding the need to find a long term solution for the bridge. The City Manager indicated the cost for the temporary repair would probably be one million dollars or more and that the repairs would last for 3 to 5 years. He will be coming back with recommendations on how to fund tne repairs. Mr. Campo indicated that the design of the temporary solution will not be completed until the results from the Geo Tech survey are available. Concerns were expressed regarding whether or not the City should attempt to go out for bid on this project. It was the consensus of the Commission to discuss the bidding process after the discussion on the Mills Development Case scheduled for 1:30 pm on the 24th. The meeting adjourned at 6:14 pm.
