The u.s. Department of Housing and Urban Development has notified the
City of an allocation of $733,000. When $120,000 of anticipated program
income is added, there 1S projected $853,000 available for the 13th CDBG Year
(1987-88) .

Jim Sheeler, Community Development Coordinator, reviewed the block grant
program and emphasized funds are limited. He reported the request from
Religious Community Services for emergency housing funds has been withdrawn.

In response to a question raised regarding the paving of Ewing St. at
Belleair Rd., the Public Works Director stated this is an area where the City
limits are erratic and neither Clearwater, the County nor the adjoining
municipality have total responsibility for paving. Discussion ensued regard-
ing various other ways to approach the problem.
Concerns were expressed re the allocations for code enforcement and
administration. Mr. Sheeler responded that the code enforcement is
specifically for the target areas. The administrat ion funds only part ially
pay for staff time needed to coordinate the program. Discussion ensued
regarding placing these costs in the General Fund.
Beverly Hackett, of Project HELP, reviewed the program which is
designed to allow pregnant teenagers to complete their schooling. Ms. Hackett
emphasized the need for reliable transportation to provide these services and
requested consideration of this item.

Three representatives of Community Pride Child Care spoke in support of
Community Pride Child Care's request for funding, emphasizing the need for a
family day care program.
Jean Johnston, representing Employment Development Council, and Charlie
Mann representing Community Service Foundation, spoke in support of these
organizations.
The City Manager stated he had received a phone call from Tom Kelly, of
Ervin's All American Youth Club, stating their State funding will cease as of
October 1 and they are going to need City help with operating expenses. He
also reported there may be some unanticipated General Revenue Sharing Ft1nds
($16,000) that could be used for some of these projects.
Commission requested staff amend the recommendations based on direction
to remove the $30,000 Ewing St. paving and the concerns expressed by the
Commission. Additional information regarding the vans being asked for was
requested and a suggestion that Quest Inn's request be given a higher priority
was made.
By consensus this Item was continued to June 18, 1987.

This ordinance proposes a compreh nsive revision to the City's review
criteria for granting approval of the sale of alcoholic beverages. The
requirement for a change in ownership of a business to be approved as a
conditional use is to be deleted as w 11 as language that provides for a
"sufficiently distant" finding by the Panning and Zoning Board. Rather, a
500 foot separation of alcoholic bevera e sales uses from churches, schools,
hospitals or residences will be require except ~n the Urban Center or Beach
Commercial Districts which are designate! as mixed use districts. If an owner
of an alcoholic beverage sales use agrees to a midnight closing, the
separation requirement may be waived fro churches, schools or residences.

to Aquatic Lands/Interior over the fresh water natural area and Residential
Planned Development with a maximum density of 10 units per net acre for the
remainder of the site.
The property is proposed to be subdivided into 80 townhouse lots served
0 by a private street system. Areas outside of the platted lots will be
de signa ted as a common area/easement. Within the common area, a recreation
build ing and pool are proposed.
Pr~1iminary staff review has noted several deficiencies of the site
design and request for transfer of development rights thet warrant a new
design which considers specific code requirements and more accurately reflects
the Land Use Plan classifications existing on the property.
The following items are noted as deficiencies which should be addressed
with a revised submission: 1) Walls are subject to a separate review and
permitting; 2) All setbacks must be identified on the plan and identified as
minimum, rather than typical; 3) Each lot must contain within the lot 2
parking spaces with individual driveways being a minimum of 9 ft. wide and 19
ft. long. No garage may be converted to habitable floor area; 4) The street
system must be designed to meet City standards including width, radius and
provision of sidewalks; 5) Individual lots must be platted to the center of
the street. The plat should be submitted as a separate document; 6) Density
calculations must be reflec tive of the requirements for calculation of net
density which deletes aquatic lands and all private roadways to determine net
acreage and 7) Association documents must be submitted that assure that the
maintenance of common areas will not become the responsibility of the City.

Trish Muscarella, Attorney representing the applicant, stated she had a
copy of a letter from the President of the Coalition of Homeowners'
Associations supporting Marymont Subdivision's position of opposition to this
development. Ms. Muscarella stated she feels the issue to be addressed is what
compromises the developer can make in order to satisfy the neighboring
residential area. She enumerated several compromises the developer 1S willing
to make, such as putt ing 1n 30 foot wide streets with curb and gutter,
sidewalks on one side, only putting 18 one-story units on the east property
line, and putting fencing and landscaping buffering along the east property
line.

The City Manager stated he received a letter from Ann Garris regarding
the County one cent tourist tax suggesting that half a cent be used for
advertising for the County and half be used for beach renourishment. He
requested Commission input regarding their position, as the County Board of
Commissioners will be considering the item at their June 30th meeting.
Commissioner Regulski questioned using some of these funds for the Welcome
Center.
