Mr. Winner was concerned that the definition of a sign is not as clear
as in the old code. Mr. Richter stated that all definitions were ip the
administrative and enforcement section which was not provided to the Code
Enforcement Board. The Board felt there needs to be a provision for a
penalty for placement of signs prior to a permit being obtained.
Discussion ensued regarding the period of time for removal of signs once
the property is vacated being too long.

Mr. Angelis expressed concerns regarding the tranferring of
development rights and how that will be administered. Mr. Ehrig questioned
if the Development Code Adjustment Board is a new board or the same as
the Board of Adjustment and Appeals on Zoning. Mr. Richter responded it
is the same.

Mr. Ehrig questioned how existing signs will be "grand fathered" if
they do not meet the proposed code and problems with repairing and/or
maintaining causing "grandfathered" signs to be in violation once
replaced.

Mr. Richter requested comments regarding the amoratization of off-
premises signs. The Board was in general agreement with the philosophy
of trying to eliminate large off-premises signs however they were concerned
about how this was to be accomplished. They also expressed concerns
regarding the prohibition of portable signs. Again while some of them
were in agreement with the philosophy, they felt that there may be some
legal ramifications in that it will be taking away some people's
livelihood.

Mr. Ehrig also expressed concerns regarding the prohibition of the
enhancement of architectural features of a building. The Board was
concerned regarding selective enforcement of the sign code. Mr. Richter
stated he had a article on selective enforcement that he would provide
to the Board.
