The Vice-Chairman called the meeting to order at 2:10 p.m. The
purpose of the meeting was to discuss with the Inspectors any concerns
they or the Board had and to consider ch3nges in procedure.
In order to streamline the process it was recommended that the
Secretary set the public hearing dates. Discussion regarding how
to assure all information is complete ensued.
The Chairman reviewed the problems the Board is having in
determining the severity of the violations.

Various Inspectors indicated they are having difficulty in
finding time and assistance in preparing the cases for presentation.
They stated very often they are unable to get with the City Attorney
until right before the hearing.
Concerns regarding determining ownership and problems caused
when a lessee is the violator were discussed. It was suggested the
Utility Department be used as a source for new owners' names and that
in a lessee situation, both the lessee and the property owner be
notified.
It was requested the City Attorney's office look into including
in the City Code a prOVision that anyone with an outstanding violation
and/or lien be denied an occupational license and/or necessary
permi ts.
Roy Ayres, Building Director, reported a seminar, for the
inspectors, on presenting cases will be held on August 2, 1983.
The possibility of instituting an administrative fee was
discussed.
Proposed revision to the Rules and Regulations of the Board will
be prepared. The Secretary requested a meeting with the
representatives of' the Inspectors to establish consistency in
distribution and to revise forms.
