Wks./San. Pub. Wks./WPC James Cooper John Robertson San. Equip. Opere WWTP Oper./Trainee Trustee Winner moved to accept the recommendation of the Advisory Committee to deny membership. Motion was duly seconded and carried unanimously. ITEM #5 - Reauest for Pension: The City Manager presented the recommendation of the Advisory Committee, General Employees' Pension Fund that the employee listed below be granted a job connected disability pension under Section 26.35 and/or 26.27 of the Employees' Pension Plan. Name Classification Department Po 11 ce o Charles Kettell Police Officer Charles Kettell, Police Officer, has requested a job-connected disability. His disability is the result of an incident in which Officer Kettell shot and killed a man. The shooting was justified, however, Officer Kettell continues to suffer from a post-traumatic stress disorder which doctors consider to be a permanent condition. Discussion ensued regarding the need to address the disability portion of the Pension Plan. Concerns were expressed that while individuals may no longer be able to perform the duties of the job to which they were hired, they are not totally disabled as there are other jobs they would be able to perform. The City Manager indicated alternatives have been investigated and options are still being explored. Trustee Winner moved to accept the recommendation of the Advisory Committee. Motion was duly seconded and carried unanimously. ITEM #6 - Other Business: Staff was directed to address the Pension rewrite issue, including consideration of allowing a person, who is disabled for one job, to change to another job classification. It was requested that input be obtained from all parties and that an effort be made to have something ready for a referendum in conjunction with the County election in November, 1990. ^ V 2
