'Ibis employee was reinstated as a Police Officer as a result of an
Arbitrator's decision xendered in the appeal of his dismissal. Officer
Kettell has agreed to pay back all pension rronies he received at the tine of
his dismissal. On August 17, 1988, the Pensi.on Mvisory Camlittee
unanilrously reinstated him to the Pension Plan, effective October 19, 1981,
with reasonable interest to be paid for the period he 'WaS not contributing
to the plan.
CaTmissioner W.Lnner rroved to accept the rec:x:mrendation of the Advisory
CaTmittee. Motion was duly seconded and carried unanilrously.
!TEll #6 - Request for job-connected disability pension:
'!he Acting City Manager presented the rec:x:mrendation of the lldvisozy
CaTmittee, General Enployees r Pension Fund that the arq;>lO}'eSs listed below
be granted a job-connected disability pension under Section 26.35 of the
Enployees' Pension Plan.
Danny Alley, Water Distribution Service l\brker II, Water Division,
effective November 7, 1987, in an anount to be canputed at a later date.
Dennis Babini, Police Officer, Police Departm:mt, effective at the
expiration of his leave tine, in an am:mnt to be CCIIplted at a later date.
Discussion ensued regarding the lack of roodical docurren.tation proving
the injuries to be job :x:elated. '!he Persormel Director stated. Danny Alley's
knee injury occurred while employed.

Camni. ttee, General Employees' Pension Fund that the employees listed below
be granterl a job-connected disability pension under Section 26.35 of the
Employees' Pension Plan.
John Welch, Police Officer, Police Depart:mmt, effective April 16,
1986.

Mr. Welch was granted a non-job-connected disability pension in 1987.
At the sane ti.ne, this was renand.ed to the Pension Mviso:t:y Ccmni.ttee (PAC)
for detel:m:ination as to whether or not the disability was job-connected.
After approval by the PAC of a job-connected disability, the matter carre
before the Trustees in February for approval of the job-connected
disability pension. At that ti.m3, the Trustees again remmded this back to
the Pension .Advisory Ccmnittee ,dth the request that Mr. welch's doctor
receive and review- additional infomation suhnitted by the Intemal Affairs
Division of the Police Deparb1ent.
All the doctors reviewed the infomation w"1Cl sul:rnitted let'ters to the
Pension Advisoxy Camrl,ttee substantiating their earlier conclusion that Mr.
Welch's condition is job-connected. On August 17, 1988, the PAC approved a
job-connected disability pension for Mr. welch, effective April 16, 1986.
Carmissioner Regulski noved to accept the recarmandation of the
Mvisory Ccmnittee. Motion was duly seconded and carried unaninously.
ITEM #8 - Vesting of anployee's pension:
'!he Acting City Manager presented the recarm::mda.tion of the Mvisory
Ccmni.ttee, General Ehlployee's Pension Fund that the arrployee listed below be
granted vesting of the Employee Ret.iralent Pension under Section 26.49 of
the Employees' Pension Plan as approved by the Pension Advisory Camti.ttee.

A question was raised regarding why the City's Pension Plan doesn't
require retraining for other jobs in lieu of granting job-related disability
pensions. '!he Personnel Director state1 the 75% of salary is a powerful
incentive for an arployee to pursue a job-related disability pension. Staff
is at~ting to address the problem, however.
