Request for Pension. o The Interim City Manager presented the recommendation of the Advisory Committee, General Employees' Pension Fund that the employee listed below be granted a job-connected Disability Pension under Section 26.35 of the Employees' Pension Plan. John Welch, Police Department, to be effective April 16, 1987. Mr. Welch was previously granted a non-job connected disability and the issue of whether or not the disability was job-connected was remanded to the Pension Advisory Committee. Discussion ensued regarding the Pension Advisory Committee not holding a full hearing in this case. The Personnel Director indicated that Mr. Singletary, attorney representing Mr. Welch, had the doctors' statements updated and the Pension Advisory Committee did not feel a hearing was necessary. Concerns were expressed regarding information provided by Police Chief Klein regarding Mr. Welch's job performance. In response to a question, it was indicated the psychiatrists who had examined Mr. Welch did not have access to this information. G> Commissioner Regulski moved not to accept the Pension Advisory Committee's recommendation at this time, that the Pension Advisory Committee forward the information provided by Chief Klein to the four psychiatrists and request reevaluations of whether or not Mr. Welch's disability is job-related and report the results to the Trustees. Hotion was duly seconded and carried unanimously. It was stated the City would pay for the reevaluations. Commission consensus is that the Trustees should meet with the Pension Advisory Committee regarding these types of issues. ITEM 114 Other Business. Commissioner Regulski questioned whether or not any progress had been made regarding resolving the 45 year limitation in the Pension Plan. It was indicated it is still being worked on.
