b. Denial of Membership.

The City ~anager presented the recommendation of the Advisory
Committee to deny membership based on physician's findings for two
(2) employee listed below:

Commissioner Garvey moved to accept the recommendation of the Advisory
Committee to deny membership. Motion was duly seconded and carried
unanimously.
c. Request for Pension.
An explanation regarding the difference between the two requests was
requested. Mike Laursen, Personnel Director, stated one was a job connected
disability retirement and the other a non-job connected disability.
In response to a question, it was indicated that employees contribute 8~
of their salary to the pension fund while the City's contribution is usually
12-14%, but can not be lower than the employee's contributions.
It was stated proposals will be forthcoming regarding changes to the
disability pension plan. Any changes will have to go to the voters on
referendum.

The City Manager presented the recommendation of the Advisory Committee,
General Employees' Pension Fund that the employees listed below be granted
Employee Retirement Pension under Section 5 of Employees' Pension Plan.

Garvey moved to grant pension to Willie Billups, Maintenance
Service Division, effective March 4, 1986, in the amount of

Commissioner Garvey moved to grant pension to Alan Kronschnabl, Police
Officer, Police Department, efrective May 23, 1986, in the amount of $1,873.53
per month. Motion was duly seconded and carried unanimously.
ITEM #4 - Other Business.
Commissioner Garvey questioned how recent legislation regarding pension
plans will effect the City. It was indicated staff has not fully reviewed the
bills and, once review is completed, a report will be made.
