Commissioner Garvey moved to approve the minutes of the May, MotlOD was duly seconded and carried unanimously. A o ITEM /13 Disability Retirement Benefit Study . The coordination of the Pension Plan disability benefit with workers compensation benefits is a difficult issue. Concern has also been expressed regarding the criteria for awarding the pension plan disability benefit. Staff recommends that a recognized employee benefit consultant perform a study of the City's disability retirement benefit. The relative value of the disability benefit of the Employees' Pension Plan will be compared to other City employee groups, and to other municipalities and private employers, a review of existing administrative procedures will be done, and recommendations will be made concerning any necessary changes in plan provisions and/or administrative procedures to result in a disability retirement benefit that is competitive in the labor market, that can be efficiently administered and that is economically prudent. Staff received seven proposals from employee benefit consulting firms to perform the study and recommends Meidinger based on: 1) approach to costing the disability benefits among City employee categories and other employers; 2) inclusion of other fringe benefits in the scope of the study because of the inter-relationships of many of the fringe benefit areas; 3) qualifications of the firm and proposed project team; 4) ability to meet the project timetable of the City; 5) estimated cost. ~ \(fJ) 1.
