The following items were discussed:
Industrial Revenue Bonds.
Jim Carpenter, Executive Director of the Downtown Development Board,
stated guidelines are needed so developers can be advised when there is
a possibility of the City approving Industrial Revenue Bonds for a
project. Consensus of the Commission was that Industrial Revenue Bonds
are to be used when there is a true need for the assistance in financing
and the conditions of the project warrant Industrial Revenue Bonds use.
Eminent Domain.
Discussion ensued on when it is proper to use eminent domain in order
to acquire property for revitalization of downtown. Consensus was that
eminent domain would not be disposed of as a possibility. However, there
must be a real and appropriate cause for use of this tool.

developers. Commission expressed concern of not having any regulations in
' downtown. The felt there should be some guidelines so site plan reviews
?!. would not be long and drawn-out processes. It was explained that all the ,-n•ts
current projects underway in downtown would be allowed in the new node.

t•u? possibility of rescinding the downtown property standards ordinance due
to the coat of enforcement.
Discussion ensued on how the Downtown Development Board and property
owners in the downtown area could assist in the enforcement of this
ordinance thereby relieving the City of some of the time and expense
required for its administration

Mr. O'Malley stated he and Mr. Carpenter will make greater efforts
to attend Commission Meetings and Work Sessions to stay abreast of items ,...t'.;,

Downtown Streetsea a and Beautification Program. James Carpenter, executive director Downtown Development Board, stated

they could work out a program whereby the downtown sidewalks area can be

Discussion ensued regarding the need to involve the entire City ,,4?t,1 yc
of Clearwater in the revitalization of downtown as it is a vital part of .;•,•;;s:?;<,F,
the entire City. Suggestion was made to advertise and promote office
development in the Clearwater area, not just beach and restaurant facilities. r.;
It was reported that Pat Becker, Mainstreet Project Manager of ,t,46
