By consensus the Commission agreed that two additional sweepers be added to the Publio Works Budget in order to sweep the streets on a regular basis. POlicy Change - 40 Foot Drainage and Utility Easements ReQuirod Adjaoent !2. U. S. Highway 19. As the value of land has inoreased the developers have been resisting City polioy of requiring a 40' ROW easement. An alternate means of providing for preservation of the oorridor is to require a 40' drainage and utility easement. Under existing pOlicy, bUildings must be setbaok from the ROW easement a oertain distance in addition to the 40' width of the easement. If a 40' drainage and utility easement 1s provided, the setbaok would be measured from the aotual property line with a minimum of 40' eas~ent width~ Discussion ensued on the various setbaoks required for different zoning districts. The Planning Director suggested the setbaoks be measured from the center of the street instead of the property line. Commissioner Garvey suggested staff review the setback section of the Code and report back to the Commission. Public Service Tax and Bridge Revenue Bonds - Series 1985. Joe MoFate, Community Development Direotor and Dan Deignan, Director, were present to respond to Commisdion questions. Finance o Mr. McFate stated that Ordinanoe 3932-85 authorized the refunding of the outstanding Utilities Tax and Bridge Revenue Bond Serles 1977 and Utilities Tax Bond Series 1977 and provided for the issuance of not exceeding $15,000,000 in Publio Servioe Tax and Bridge Revenue Bonds Series 1985. The Bond Issue would provide 1.6 ~illion for a new parking garage on Garden Avenue; $600,000 to purchase the Bonner property for the relooation of Public Servioe; and 3.8 million for the street lighting system and the balance of apprOXimately 4 million to refund the Utility Tax and Bridge Revenue Bonds. It will take approximately two months for the bonds to be validated and the sale of the bonds could be oompleted by JUly 1, 1985. He explained, to the Commission, it is advantageous to the City to do a refunding and issue bonds at a higher rate of interest than the present bonds because sinking-fund monies oan be reinvested at a higher rate of interest to oompensate. ~he valid reasons for the refunding are to reduce the debt servioe; to consolidate three separate bond issues; the new issue would not have to meet the parity test of the 1977 issue; and there will be an insurance policy to oover th~ bonds. The garage proposal at 1.6 million is considered a publio purpose and will not require a referendum. The City Attorney reported the courts have upheld parking garage bond issues 8S a public safety faotor. ~brary Furnishings. ~ ~ Sealed bids for furniture for the new Clearwater East library have l\ been received and evaluated.
