Two major guidelines were used in proposing ohanges to the City's Ocoupational License. The first was that no new ground would be broken and the second, that fee and tax changes would be for achieving a more equitable tax distribution and recovering the cost of regulation. The major changes included: 1) increasing the re~ulatory fee (or businesses located out of the City from $10 to $25; 2) an ocoupational license tax is initated for Signs and Billboards; 3) a re~ulatory fee upon the sale of alcoholic beverages; 14) an occupational license tax on insurance oompanies; 5) an administrative inspection fee to be set by resolution; 6) an occupational license tax increase for businesses that expand during the fiscal year; 7) an administrative fee to pay the cost of duplicating occupational licenses; and 8) a re~ulatorv fee for out-of-City businesses that derive more than 50% of their revenue in the City.
