geographia expansion vf the target neighborhood requfres an amendment t4

By memo dated August 27, 1q62r the City Manager presented his third
quarter budgQt review to �he Commission. He reported many of his
departmsnts have I�ad their peraonal servioes bu�geb inQreased due to the
aaarual proaeas. The auditors have requested that funding far nne full
year of salaries is requirad thia year. Although the fisaal year ends
September 30, the pay period extends into October.
The City Manager reportt�d a 3.9� inQr�ase fram the original budget
to the amended budget and ].ess than 3.Ox differenae in the 3rd quarter
prajeQtions and aotual figures.
Commisaion questioned whether or not the line item accounts remain
tha same eaah year and i.t was asaertained that they do. Commissioner
Ca].derbank requested a statu9 report an �.n-house projeat oosts by
individual departments supporting ather departments.
Rev'enue and expenditure innreases were disaussed. The City Manager
repor�ed tha� tt�a City will. be makJ.ng ahanges in the future as we cannot
keep up w3.th the demands for servi.aes, Various sea�ions of the report
were discussed and expla�ned.
The City Manager reported that the Aowntown Park bevel.opment Fund
had beon deareased by �10,U92 after Eommiss#.ori approval oP a tranafer of
�5,042 to f�md the City's �hare of the Clet►eland 5troet Beauti.fication
and a�5�Q00 donatian to the 1982 Jazz Hol.iday prajeQt.
Sanitation Workers,
The reaommen�ation i.s to authorize tAn permanent positions in the
5ar�itation Aivision. The �otal tonr,age aollaQ�ed by the 5an�tat�on
Division has inareased 30x between 1977 and 1982. The number of em�loyees
has anly �.nareased 9+x. Temporary workers were hired during the sum:ner
periods, but as 4he Kork ].�ad innreased, instead af rs].easing these people
at the end of the sutnmer, they were reta�.ned and used as regular worker�.
This plaQes temporary workers With no benefits worki,ng elboN-ta-e�bow with
per:nanant workers who ha�e City benefi�s. There has been a deereaee i.n
mbrale and an effeo� on produat3.on in the entire division. Every aix
raonths temporary emp3.oyeea are diacharged arid a new set of unknown workers
hired, tirhi.ali reduae� prodaation dur�.ng the training period. There are
aurrently ten temparary workers who have been doing a good job and are
well-trained in the City's aotivities. As au�awation continues in the
Sani�ation bivision wi.th the one�man trueks, thase last employees hirad
t,�ill be ls�id off.
