Gray Dunlap, County Att�orney representing the Pinellas
Fndustry Council, spoke to the Commission an industrial de�elop-
ment bonds. The Cauncil does not recommend municzpalities issue
industrial developmen� bonds (IDBs). He stated a�l reauesxs
should be thoroughly investigated and suggested a minimum appli-
cation fee and �inanciai £easi.bility study be required. He also
sta�ed that, although the Ci.ty's name is associated with the band
issue, there is no actual Zegal obligation, but if an organization
�ailed, the City could receive a negative bond rating. He wa.11
forward Co the Cammiss�on criteria used by �he Council �or can-
siderzng requests.
Dawntown Bayfront Hotel
AC the Mayor's suggestian, the Commission agreed to limit
each sids to 45 ma.nutes wi�th a 10 minute rebuttal on thzs itiem
at the regular Cammission mee�a.ng, Thursday, August b, i981.
Maurice Alpert has proposed constructi.on of a hotel in
downtown Cl�arwater on property awned by Maas Bxathers. Althaugh
the hotel wi11 b� built an privately-owned �.and, i.t is conditional
on the City asszsting with provisions for parking in conjunction
w9.�h the hatel development. The Ca.ty wi11 prc�vide a parking
garage design, title/restricti.ons an bayfront 1and, garage financ-
ing and a redeve�.apment agreement with the developer. The
recammendation requests �he City Commission instxuct sta�f to
pursue selection o� a con'sultant £irm to design �he parking deck
and prepare necessary dacumentation �ar issuance o� parking revenue
bonds to apprave the concept of the hotel and to prepare a de�ailed
r�devel.opment agreement establishing responsibilities and prepara-
tion o� other necessary documents for approval by tihe City Commis-
sion. -
G�neral ObZiga��.on Bond Issue
Construction of �wo branch �ibraries (�8,000 square feeC each)
wi7.1 provide library servi.ccs to Che urbanized Eas� sec�ian of the
City and xhe h�.gh-growth Countryside area. Each branch will open
wi�h approximately �O,OOU volumes and wz7.1 eventually contain
70,000 volumes available �or circulation, p1u$ a non-ci.rcula�ting
reference selection. Cost� af canstrucxion, including books, auta-
mated circulation and holdings, wil]. be $4,OOQ,000. Annual oper-
ating expenses are estimated to be $�50,OQU. The bond issue,�in
the amount of $4,00O,OOQ for twenty y�ars would require � mi11 be
set aside to repay the debt. �n a$40,000 net taxable home, �he
cast would be $1p.00 per year. A� mi�l wi11 provide the $450,OOU
�or operating expenses for the two branches.

A proposed budget �or Airpark maintenance in the amount of
$7.O,Q00 for aperation and maintenance of �he ].ease far the Clear-
water Airpark is proposed, The City's respansibility for the
Airpark is to maintain the runways and taxiways in good repair,�
keep th� grounds mowed, assure the security of the properry as
far as possil�le, and take such ac�a.ons as are necessary to assure
a sa�e operation. Estiimated expenses for �encing are $4 000;
navigational aids, $2,000; mowin�, $1,QOd; and rapairs, �7.,000.
The Airpark Autharity�has recommended a st�ndard trafiic
pa�tern change, which wi11 pu� most o� the activi.ty ov�r the
industri.a]. garts of the City.

Approximately $41,885 i.s available in the Capital Improve-
ment Budget �ar restroam �acilities and consCruction of a park-
ing area. Recommendation is ta award a contrac� �or $37,fi83 to
C1ark and i.ogan, Inc. for the restroom facilities and to delay
constructian of the parking area unr.il money becomes availabl�;.
Commission Questioned security for the res�rooms and discussed
restrooms on the Beach. The City Man�ger reported there wcre no
funds avail.able for restrooms on th� Beach and that Religious
Counseling Services, Fun N' Sun, and o�hers hav� requested
