The City Manager reported a S�t6U Gammittee was arganized
as an Ad-lioc Committee severa:l years �go �when discussa.on was
underway about rela.:ation and redesign o� State Road 60. A
$�D,OOQ study had inciicated that improvements were needed in
the Drew, Courx, Chestnut Street areas at a majar cost o£ nne
to ttiao ma.11ian dollars. The intersection of Cleveland and Drew
St�re�ts at the �aot o� the hi1�. is considered the worst bnztle-
neck. Rose Pfa.�er spake in suppor� of the continuing existcnce
af the committee as it could aid in �Che redevelopment study o�
the dawntown area which is �a be under�aken.
Community Sa�.ling �:enter - Propased Szte Iden�z£ication
The Clearwater Pram Flce�, C�earwater Snipe Flee�, Wind-
jammers of Clearwater, Flarid� Mulzihull Association and ot�her
organiza�ions have requested the City iden�ity a site for a
Community Sailing Centar. The recammended sz�e is on the NE
side o� 5and Key, an area o� slightly less ��an one ha1� acre.
The group has rec{uested the City Commission withhold any other
considerations or other use of the property �or a period o�
on� year to allow ti.me for dev�lopmen� of a comprehensive pian
�or appropriate develo�ment a� Llie site.

The 1980 legi.slature passed two new �ax credit laws which
permit buSinesses in certain are�s to claim tax credits a�ainst
State Carporate income taxes. The tax credit wou].d apply to
businasses that employ rF.sidenL•s of blighted Areas, new businesses
or expansion of existi.ng businesses located in biighted ureas.
The CABG progrqm identi�icd threo distressed areas in Clearw��er,

The curr�ni: budget includes $25,000 funding for repairs ta
the emergency housing facilities of RC5 and Quest Inn, RCS has
rec{t�ested the bulk o� this avai�ab].e �unding be �ransfered to
Quest Inn to complete Phase I of the proposed rehabilitation
work. When the proposed work under this renovation program is
compiete the facility will. be ati its maximum capacity.

water Beac
The property owner cons�ruc�ed a concrete strip adjacent
to �he existing driveway, ba�h on his proper�y and on the street
right-of-way without permission or permit. The cons�ruction is
in via�ation of the Beauti�ication Ordinance and the drzveway
requirements of the Traf�ic Engineering Department. The owner
was nati�ied to remove portions of the new construction and
replace it as direc�ed by �he code ot ardinances but has fai].ed
to d� so. The property owner requested the City Gommissian hear
ha,s case.ashe was incorrectly advised by hi.s contractor that a
driveway �aci].ity cauld be instaZled on his property.
Discussion ensued on various tra�fic and par�Cing viola�ions
and the Traffic Engineer wi11 display slides at the next work
session.
Truck traffic on Belcher Road and lowering o� the speed
limit was discussed. The City Manager reparted the county is
conducting a stiudy and Lhe City must coardinat� wi�h �he county
plan. He wi11 provzde a sta�us report when �he study has been
completed.
Traffic in Morningside on Harn B1vd.��was discussed and a
number of suggestiians were made on the han�ling of zraf�ic
cong�stion. The Tra��ic Engineer wi21 report hack tc� the Com-
missi.on. �
Removal. of Deed Resxric�Cians on Pine Crest Sub
The prop�rty i.s loca�ed eas� �£� and abutting Ivlyrtle Ave.,
between Seminole and Eldgridge Streets. The property is vacan�
wi�h the exception of a single family residence on Lot 9. In
1975 the C,i�y Commission approvecl a requesti by the property
owners to change the zoTiing to CG but Che approval was condi=
tioned upon canvenants being drawn restricting the permitted
uses in the CG zone and �or access provisions. The present
property owners reques� City Commission approva]. to Temave the
restrictivc covenants on the property so that t�he deve].opment
may be open to those uses now permitted in CG zaning and without
limitation as to access.

Aownto�m RedeveZopment Pro�ram __Tax Increment i�inancing
in 1971 a special ac� was approved for establishment of a
c!owntawn taxing disCric� and a Downtown Development Board of
C7�arwater. A praPosed schedule to estab�ish a fu1'1y operable
dawntown redevelopment program has been developed. Tha firs�
step £or es�ablishing �he program wi11 be to request delegation
of authority fram pinellas Count�y. Under Chapter 163, Home Ru1e,
Charter Counties h�ve the pawer to develop such programs unless
specificnlly delegated ta a municipaliCy within such county.
Cloarwuter's utilization of these prova.sions thereforc is
dependettt upon delegntion o� such autharity by the Pine2las
County Bourd o£ Commissiancrs.

Redevelopm�nt wi11 pr�vent aad �liminate blighted or slum

mented and established as a rede�elopment area. The criteria
is outlined in the State Statutes and rnnges from physic�Z
dilapidation to inadequate ].ot layout and divers9.t�y of owner-
ship. Resolutivn.s mus� be ac�op�ed declarin� the exis�ance of
a slum ox blighted area, that redevelopment is necessary zn
the publi.G inx�rest, and �hat a speca.al redevelapmen� agency be
established to address 5uch conda.��.ons. The agency could be
composed of the City Commissian or five persons re�iding or
engaged in buszness in the redevelopment area or the bawntown
Develnpment Board. A�tedevelopment Trust Fund will be established
by ordinance and con�inued for the duration of the project.
AnnuaZ tunding of the trust fund would be in an amoun� not less
th�n the nnnual tax. increment. Addztional monies can be added
to the tax increment in �he �orr� of' I.oans, grants, income gro-
ducing operatians, etc.
The nex� step wou�d be preparation ancl e�fectuation af the
redeve].opment plan. The rax increment base period is es�ablished
�or the project area immediatel.y priar to the date o� the r��
deveiopment plan. The tax increment whzch accrues annually �o
tihe redeve�apment trust �und is derived by camputing the di�fex-
ence between �the amaun� o� taxes raised each year and the amount
of' taxes tha� would have been prod�ced each year. Based on the
current mil.lage rate as applied to the �axahl� assessed va�.ue
at the time a� planned �ffectuatiox�. _
