The Mayor called the mee�ing to order and �urned it over to
the Ci•�y Manager.

He reported Largo would no� make their $50,004 annual
donatian but they had agreed to guarantee one and nne�ha�£-millian
dol�ars of the PACT 6onds �hich will help in markeCing these hands.
Wil�iam Hough and Company, Bond Underwriters, have indicated a t�n
to twelve percent interest ra�e which �s a considerable increase
aver two years ago. There have been delays in constructian as
pilings were neaded on �he site. mhe��oundation is now being
constructed. There have also been additianal cost xncreases diie
to �he delay. The £unds raised to date approximate 4 millian but
another one million in voluntary deduct�ons is needed. Bid
contrac�s for th� entire bui�ding shauld be awarded by Uecemher 15,
and th� �undzng assured by January 15. The one and one-hal� mi�lion
dollar guarantee by Largo frees up the endowmen� £unds �ram escrow
and xhey are being used �or constructzon. The order of guarantee
wiZl need to be amended to accommoda�e Lhe L'argo reso�u�ion.
Arnald Breman the new executive director of the performing
ar�s theat�r anticipates greater revenue than estimatied. A number
o� events may be scheduled that had not been considered. He also
stated tha� �hey are researching the Natianal Endowment and other
£und� for possible grants. The City of Clearwater may be asked to
guarantee additianal �unding.

This progratn will recognize beauti�ication efiorts made by
local residential properties. The purpose o� the program wa.11 be
to imprave the aesthetic appearance and �he praperty values. Al.l
resi.dents of the City wi1� he eli.gible in �ive separate geographic
areas �or a�ingie �amily residence or r� multi-tamily residence.

exceed 15$ of the aggregate annual salaries o� personnel covered
by xhe plan 2.) the Maximum a.ncrease that may be awarded ro ar�y
employee covered by the pl.an sha�l nat exceed 18� in any �isca�
year and 3.) no more than S� of the employees covered by �he plan
may receive the maximum i.ncrease. Commission cnnsensus was tiha�

acres M.O.L. The develaper plans �hree pro£essional of�ice buiid-
ings with the righ�-o�-way for lYest �irst Ave, to be used as an
access to �he project from Lakevi.ew Road. The Planning Director
reported recanfiguration o� the parking area ammedia�ely south o�
bui.liiin�'6ne wi.11 a�.low a 20 inch oak to be saved. The Developer
is opposcd to the xevisian on the basi.s that� the building and
sidewalk construc�ion wi.�l ki1Z rhe tree and'he wi�l be faced with

Municipal_Planning Assi�tance Gran�C 1980-81.
'The Pinellas County Planning Council provides �unding on an
annua�. basis to support lacal governme�t planning activa.ties. The
City's share w�11 be $1U,950.00 and be used �or updating and
revising Zand use r�gu].a�ions. The City wi�11 be negotiating with
a con5ultant for a s�udy to formu].ate a land development code and
to replace the current zoning subdi�ision and re�la�ed ordinances,
i'he R.�.P. has gane out to various consultants. A working documen�C
o� a sys�emized permitting process wi11 be �he ne� resul�.

The County has issued a building germir anc� the property owner is
seeking botih City water and sewer sarvices. Planning and Zoni.ng
Board recammended approval with the candi�ion that 17 �eet addi-
tional R.O.W. be provided on Douglas Ave. as the thoroughfare plans
ca11 £or a 1Q0 £oot It.O.W, fox Douglas. By letter to the Cvun�y
the Ci�y had agreed tv �urnish wa�er and sewer services. The
county building permi� does not pravide �or additional R.Q.W, and
�he city's procedures are being reviewed with respect to necessary
R.O.W. conditions prior tn the issuance ot a'Ietter to the caunty
assuring water and Sawer services.

The Catv_o� Cleurwater.
A communzty impact sta�emen� and preliminary site p�gn were
presented to the Commission for review. The p�.an propased 32
residential units in [ane) seven story building and (two) three
story huildings. The CIS and 5ite P1an were denied because of the
pending mid-beach rezoning. 1.itiga�ion was fi�.ed a.n Circuit Couxt
of Pinellas County dema�di�g that the City issue building permz�s
based on tha site plan as originally submi��ed �a the city. A
proposed settlemen� agreement has be�n reached which would permit
28 units in two buildi.ngs, 1 five stories in height �he other
three storz,es in hea.ght with parking belaw. The new propasal wi�1
a11ow between three and �ive units and one additionaZ story more
than would be permi.tted under the RM20 xoning. A 25 £aat se�back
tram Hei�.wood St. would also be allowed instead o£ 3Q feet. Com-
m�,ssion questioned the shadow ef�ect an partions an existing build-
ings.

'ih� �xdinance has been reviewed and modi�xed �akirag into can-
sideration the concerns of the m�rchan�s and the objections of the
commissian. A memo dated November 13, 1980 from I'loyd Carter,
CentraZ Services, addressed �o the City Manager cited savings and
clarif ied the ordinance. The Ci�y Manager was reques�ed to torward
capies ta the Ghamber of Commer.ce. John Peddy, Energy Officer,
suggested tha� timers be used �or a number o£ city recreatron
facili�ies.

The City Manager repaxted the candidates �ar Police Chie� had
been in�erviewed Thursday and Friday ar►d hz wi1l bs visi�i,ng several
locations ta taZk direct].y to of�icials in other cammuni.ties. Com-
mission requssted the City Manager be present on Thursday i£ the
airport study has been campleted. Th� City Managex had planned to
visit Lakewood, Colorado �; Scottsdale, Arizona and Qt�irlcyy I1linoi,s
during this caming week,

Causewa Marina S�te.
The Mayor's memo o� Navember 13, 1980 was discussed. The Mayor
stated four commissioners were apposed to the site and rather than
jeopardize the Marina issue he recommended the questifln be wiChdrawn
�rom the ballot. Cammissioner Tenney suggested a straw ballot� on
whether or noti the City should be invo3ved �n building marinas as
the szte is not the only issue. Commissianer Garvey s�ated tihe sub-
ject of marinas could be a campaign issue and questians �ou1d be
asked a� the �orums whether ox nox the city 5ha�� be in t�he marina
business. The openi,ng o� Dunedin Pass and consideration Q� mare
sites and/dr alternatives was a�sn discussed with palicy and para-
meters to be set. An ordinance will be prepared to revokc the
prior ordi.nance and delete the qu�stion �rom the ba'1iot.
Other Commi.ssion Act�ion
Cammissioner Garve c�uestioned ordinance �2262 amending Chaptex
2,Admzn�s�rat�.on a, o e o� Ordinances. The City sai11 he adapting
a new code oi ordinances and this amendmen� to Chapxer 2�administra�
t�on needs to be included. It designate5 the composita.on, appaint-
ment, duties and organizat�ian af various depart�ments.
The Mayor 511�g65t@d the buiZding department return ta five day
inspect�ions. The City Manager stated he �vould contact the cantxactors
and builders to caordinAte procedures.
