posed. It also includes � proposal to retitle the mid-leveZ sec-
tion oF the pny plan to Professional Managerial section of Lhe
pAy plan. The inten� oF the execu�i.ve pny plan a.s ta provide for
a direct correlation of managerial performance,with manageria2
salary by eliminating trada.tional cons�raints of specific pay
stieps, fixed maximum rates and other rigidities in pay administra-
tion. The plan will prarride maximum £].exibility to the City Manager
in'administering the plan. It is the City Manager's respansa�ba.].ity
to carry aut the programs and policies of the City Commission and to
da so tihe manager must have capable, 1oya1 and motivated top execu-
tive level personnel. Afiice Laursen, Personnel Director, report�d
that all etnpl.oyees in the executive pay plan were converted to
ec{uivalent ranges with the exceptian of the Assistant City Managers.

�arge� area. The St. Petersburg Economic Development Carp. (SPEACO)
has be�n providing a similar s�rvic� for t"he city of St. Fetersburg.
SPEDCO appYied for and received an addi�a.onal grant trom the State
of Florida to expand their area o£ aperations to include the City
o� Clearwater. They have gained the acceptance and suppart o� the
North Greenwood area business representatives who att�nded neighbor-
haod m�etings on this subject. The administrative fee £or �hea.r
services was set ati $15,000. The revolving loan fund was established
at �85,000 with a maximum singlN loan authorized at �20,QU0 with an
interest rat� of 8$ per annum �or each Ioan. The term af the agree-
ment w�1I be for one year wi.th Jae McFa�e acting as the City Liaison
Officer. SPEDCO wi1� per�orm a�]. necessary services to develop and
conduct a program to assist and encaurage businesses and increase
employment oppartur�ities in the North Greenwaod targ�t area by making
laans to sma11 and minority businesses and will furnish the city
along with the request far payment on loans a��camplete loan documen�
package.

A resolution had been pxssed by �he Gzty Commission oppasing
the Florida Power rate increase and requesting the Florida Puhlic
Service Commission deny the request. The resolution direczed the
city t� join with other �ocal governments in �orming a Cask �or�e
to develop a strategy for deaZing with t�he pra�osed rate increase.
