Sanitatiion Division - �Vork Session onl�
An a�reemenr was en�tared into with Management Impxavement
Corp, ot America {MICA) to develop and implement a cost 5avings
pragram and master plan for �he sanixation division. Rick
D'Louhy and A1 Vitburg of MICA staf� were present and discussed
the firms recammendatians. Cost savings can be realized by
resolving �he probiem o� ].ost praducta.vzty due to physical and/or
m�ntai zmpairment of a group o� 15 sanitatian division employees�
c ommonly referred to as wa�king waunded. An idea committee
should be established to review employees i� this graup on an
individual basis and arriv� ar an appropriate solutian. The
garage-sanitation division relationship was reviewec� and pasi��ve
steps�'recommended to salve the problems which impede efficient
operation. Also recommended were improvements to the trans�er
station and to the division facility on I►1arshall St. to improve
working conditions and Iocker roam facilities. Continued use of
the �ransfer station is important and will aid in lowering costs
as additional trucks and crews would be needed if the trans�er
station were phased ou�.
Currently the sanitation warkers are under a task force
system which allows them ta be relie�ed of duty when their last
route has been comp�eted. The one man m�chanized side loading
garbage trucks with a ten hour 4-day �voxk week i.s recommended
by MTCA. The sa�ety �actors were all addressed and 1+iICA feels
the side loading automatic trucks are sa�er tor employees with
the praper training pro�ram. The routes ti�ill b�; safer as the
trucks wi1� not be backing up. They wil]. px•oceed down one side
of the stree� and �hen re�urn an the other side. The City
Manager reported the work force wi13 be reduced Chru the
attra.tion o� workers thru 1983. Any employcc m�y voluntarily
trans�er ta another department at a compaxable salary.and wi11
have a chance to prave himself while ot� proUation.
