The Czty Manager called the meeting �to order and the
followi.ng i�ems were di.scussed:
- Community Impact Statement�and Pre�iminary Site P1an =PACT
The CIS was appro�ed by�the Resource Ilevelopment Committ�e
wa.�h several conditions and amended to include an addencium re
the value the City wi11 receive for its $400,000 contribu'�a.on.
Assistiant Ca.ty Manager Jefi Butler repor�ed new infor-
ma�ion would be for�hcoming and the recommenda�ion of �he RDC
is �o adopt �he szte plan wa.th several conditions. There are
three areas in contentian: the �iming �or construction of
the barrier and fencing; lighti.ng on the paricing 1ot; and tihe
access and/or s�rvice road. Traffic is a big concern o� the
residents of the area.
Appointments to Community R�lations Board
The category "Property Leasing" shou],d be held by an
owner of rental praperty, such as a motel or mobile home park.
Commissior�er LeBlaker ques�ioned whether Jo Dav�.s would be
eli.gible through her woxk at �he Sheraton Sand Key. The
Ca.ty biana�er said she wauld be ineli'gib�e because she is not
direc�ly involved in the rentaZ o£ rooms.

wi.th the 3 employee unions.
The Police Un�,an requests a hearing on their case by the

Souxhwest 5ervi.ce Area 1Vater Tmprovements - Phase Ii Contrac�
This contract wiil be a continuation of �he upgradi,ng of
the water service mains in the Southwest 5er�ice Area. The
upgraded system will pra�ide tor increased �ire pratec�ion,
water pxessure, and wi11 also significantly improve the water
qua��,ty.
., ; The recommendation is to award the cantrac� to th,e iVest
Coast Utili.�y Constxuction Company, Inc. in the amount oi
$598,989.20.
Purchase o� House at Smallwoad Circle
The Ci.ty Manager xeparted a hause and two vacanC iots
may a].so be purGhased �o use �his area for ponding and
reliet ot a drainage problem. The house wi11 be so�d an�
moved ta another area, with the City recouping one�halt of
the Costi.

The property contains 10 acres on the west side of
McMullen-Bodth Road, The developex pl.ans ni.ne 1 and 2-story
r�sidence buildings and ane building to be used as a club-
house, ior a total o� 56 dwelling units
The RpC xecommended approval, The Planni.ng and Zoning
' Board recommended approval, bu� questioned the pa].icy af
requi.ring additianal right-of-way ior AfcAiullen-Booth Raad
at �his time. Cammissioner DeBiaker reported there is a
definite t�metable for widening McMullen-BooCh Road.

con�ai.ned in the Historic Preservation Element of the Compre-
hensive P1an. This includes develapment of a historic dis�rict
area far �he I�arbaur Oaks section af Clearwater, pxeparation

The City Dl�nager reported a letter frnm HUA on Barhee
Towexs stAting w�terproofing oi the building and anchoring
of the building are two separate issues. They support the
improver�en�s �o waterpz�oof �he buildzng, but wi�1 address
the anchor�.ng problem separatel.y and are not sure �ha� a.s
necessary.

Clearwater Housa.n� Authority
The Mayor reported on a problem with the Clearwater
Iiousing Authnrity and violation of th� Sunshine La►a by the
Chazrman o£ the Authority. He reported he had reques�ed
the resignation o� the chairman, hut fihat it had not been
received.
The City Attorney reported proper procedure wou�d be
to prepare forma� miscondu�t charges and have a hearing
before the Citiy Commission to a11ow the chairman to respand.
Pinel.las Planning Council Denial o� Rezoning 320 Acres
Tl�e City Dfanager reported on the Pinellas Planning
Council's denia� o:� the City's reques�ed amendment on 320
acres tio change from open space to publa.c. He reparted there
is'an appeal peri,od within 7 days £rom.the date o� decision
and requested Commissian direc�ion.
Cammissioner DeBlaker reported an the meeting of the PPC
(she is a m�mber af the PPC), sta��ng the City Commissian has
three options, to acquiesce and accep� the decisian, to present
a new am�nc3men't, ar to file a deci.aratory i.njunctive appeal. She
reported tihe Council questioned whe�her Clearwa�er had su�-
fic�.ent paxkland, and that a portian of thea.r dec�.sion was
based on �he fact that D9cMul�en-Booth Road had been declared
a scena.c corridor.
'�he Planning Director stated that when tihe denial de-
cision was made, �he Council should have shown county�wide
impac� und �he relatianship of the amendmen�.
The City Attorney reparted the Commission also has the
op�ion af filing an appeal with tihe Second District Court
of Appeals in I�alceland.
