sion i.n 1973 incrcased tltc p11nt capacity ta 4 mgd. Upon
passage of �he Statc lmw requiri.ng adv�nced wastewa�er treat-
ment, additi.onnl prim�ry and tinal seclimentation t�nks were
added to the pxolect to provide �or the �rowtl� ot the City
unti.l Advanced tiYastewatex Treatment (AWT) couid be implemen�ed.
The Water Quality Atanagem�nt P1an recommended the £low
fram the Clearwat�er �ast Planti be }�urnped to the Northeast
Plant far AIVT and then discharged i�tto vpper Tampa Bay.
After the useful life of tlie p�an� a.t wnuld be phased out and
all treatmen� a� wastewater �rom �he �ast 5ervice Area would
be pumped to the Nor�heast Alan� for comp�ete �reatment. A
ne�v met�hod o�' disposal, deep w�ll injection, i£ proved feasib].e
and environmentally acceptable, wa.11 keep the East Plant in
service. S�a,�f recommends constructa.on of an effluent fa.lter
at an �stimated cos� o� �450-$5Q0,000 to increas� the plant
capability to remove susgended solids and a praportionate
amoun� a� BOD. This would alsa allosa more connecta.ons to
the facila.ty and the praject wa.].1 sexve primarily new residents.
Sewer developmc;nr �ees could be u�zlizad for constructian of
the �ilter system. The project kou].d take approximate].y 9 to
12 mnnths to completc.

af the City's Utilities Depar�menti, including tlie water, sani.-
tary sewer, garba&e, and natural gas clis�r�bution system.
Majar changes from current procedures are:

ficient to carry on the rr_c{uired rehabilitiatiion work and the
Community Development Department requests extension o� rhe max-
