A County-Wide Charter is a ncccssity but the original
bill has been tabled and may be brought back in a ncw form.
New Annexation Bill ~ A new Annexation Bill which would
establish un annexation commission' in each county has been prp,~
sentcd and would allow a majority vote to rule.
Land Acquisition for Elderly Housing
It is permissable for the City to make a conditional
grant to thc Housing Authority for the purpose of purchasing
land for assisted elderly housing. Under the agreement the
City would provide, from the Community Development Fund, a
maximum sum of $200,000 to be used exclusively for the J?urchase
of land. The agreement may be terminated if the Author1ty has
not purchased the land within one year from the datc of the
agreement. If construction has not commcnced \~lthin two years
of the date of the agreement, the land so purchased shall re-
vert to the City at the option of the City.
Funding Request - Fun 'N Sun
The City Manager reported receipt of a request for an
additional $2,500 by the Fun 'N Sun Committee who currently
received $12,500. Discussion ensued on the City's expenses
for the Fun 'N Sun visiting dignitaries and past City Officials
entertainment.
Tri-County Area Report Prepared by Tampa Bay Regional Planning
Council
Commissioner Martin gave an overvie,., of the Tampa Bay
Regional Planning Council as a planning body with 17 members
and the authority to make recommendations on all federal
grants.
Staff recommends that two of the recommendations in the
report should be opposed: 1) no extensions for compliance ''lith
the Local Government Comprehensive Planning Act be granted to
local governments, and 2) that the thresholds for developments
of regional impact be lowered from 3,000 to 250 units in this
area. A limit of 250 units would delay many developments and
increase the cost to the consumer.
Appointments to Advisory Boa~ds
The absences of Richard Dimmitt .at the Planning and Zoning
Board meetings was discussed and the reason requested.
Bid - Street Sweeper
This vacuum sweeper to be used by the Public Service De-
partment will replace a 1973 mobile mechanical sweeper. The
low bidder, H.F. Mason Co., Lakeland, Florida, submitted two
bids. . The first was non-responsive as the bid was for a gaso-
line engine; the second was for a diesel engine, as requested
and specified in the bid specifications. The second bid was
accepted as the lowest responsive and responsible bid.
Verbal Reports and Other Pending Matters
The City Manager reported the National League of Cities
meeting will be held in March in Washington, D.C., and any
Commissioners wishing to attend should so advise.
Be also reported Senator Dole's committee for investigation
of cults had been disbanded. Be noted that letters about the
resolution for investigation of Scientology were becoming quite
numerous and suggested. he set up a pro and con Teading file
which would be available to everyone, rather than copy all the
letters.
