01/15/1979 @ (t) The Preliminary Subdivision Plat was approved in April, 1978, subject to approval of the'~oad plan and a monetary donation and park dedication. The road plan was subsequently approved by the Traffic Department. The subdivision acreage is 19.67. The park site (Tract A) contains 1.469 acres, and the money in lieu of the remainder of park dedication is for .5 acre or $5,975. . The developer requests the funds be allocated for the development of Tract A. Poll Workers and Compensation - Municipal Election, February 13, 1979. The Clerk requested an additional payment of $S for each poll worker attending instruction class prior to the Municipal Election. Commission discussed problems at the National Guard Armory. Regulated Opening of Clearwater Pass Bridge The Commission had requested the U.S. Coast Guard adopt and implement special drawbridge regulations for Clearwater Pass Bridge, which would have required installation of a digital display time clock system to advise hoaters of the time remain- ing before the next opening. This equipment would require ex- cessive maintenance. Coast Guard officials have indicated that usage of the bridge during effective periods appears to merit regulated opening at fixed IS-minute intervals, which would not require a timing device. A new resolution has been drafted repealing the prior reso- lution and requesting the Coast Guard adopt and implement special regulations from Noon to 7 p.m on Saturdays, Sundays and holidays, to open every 15 minutes starting on the hour, and on signal at other times. Computerized Traffic Signal System 'Contracts The City is presently installing a computerized traffic signal system. The Federal Highway Administration completed research on an improved version and is willing to pay $25,000 toward the cost of incorporating this into Clearwater's signal system. The remaining cost of $21,300 must be borne by the City. A contract has been drawn to provide $25,000 from the Federal Highway Administration, and an amended contract with Kimley-Horn and Computran has been drafted which calls for a $46,300 increase over the existing contract. Keith Crawford, Traffic Engineer, reported the new soft- ware would give the City more flexibility and it would be better to do it now and save tearing down and rebuilding in the future. It would also give the City hetter control at intersections, automatic restart when electric goes off, and the ability to re-time intersections. Discussion ensued on a left turn signal on Sunset Point Road for Top of the World. Westinghouse Pump Motor - Price Increase of $1,075 This is a standby motor.
