Considerable discussion ensued concerning the language
in the agreement and whether the City was, in fact, receiving
all benefits to which it is entitled. The City Nanager pointed
out the language is very technical and the City's consultant
is n Washington, D.C,' attorney who specializes in this type of
agreement, Money saved by not having to pay installation
charges on the new equipment will cover the consultant's fee.
The item will be withdrawn and rescheduled for January 4,
1979, to allow time for study. .
Municipal Planning Assistance Drant Contract for 1979-1980.
The annual $12,000 grant will be supplemented by an es-
timated $4,800 to be carried over from 1978.
The Planning Director stated they propose to apply the
funds to the preparation of a fiscal assessment of the. Compre-
hensive Plan, trying to relate the estimated costs of imple-
menting the Plan proposal, determining where the revenues and
expenditures are going to come from through the Plan period to
the year 2000. An outline of needed services would be submitted
to se,reral universities to soe if their economics department
might be interested in assisting in preparing this study. There
are two or three consultants who specialize in this area, to
whom the outline would also be submitted.
Lady Mary Drive - Transfer of Funds for Paving.
The delay in completing this project was outlined by the
City Manager. In order to correct the drainage problem in the
area the right-of-way must be disturbed, which Nould necessitate
paving and sealing. City forces will be used wherever possible
to reduce costs.
Discussion ensued concerning the need for a street and
Commission requested more detailed information.
Revision of Sidewalk Ordinance.
Staff was instructed to look at modifying the ordinance by
exempting older existing subdivisions, such as Del Oro, but
recommends no changes be made. A change ,...hich ,...ould exclude
DelOra from the sidewalk requirements would eliminate several
other areas, inCluding commercial areas, where redevelopment is
occurring.
The agenda memo will be revised to outline the current
escrow and waiver procedures under the ordinance.
Consulting Firm to Assist in Selecting Cable Television System.
This is a complex issue and the recommendation is Cable
Television Information Center, a non-profit organization~ be
hired to assist in the selection process.
They are located in Washington, D.C. and serve government
agencies, not cable operators.
The consultant's fee can be recaptured by charging an admin-
istrative fee in the range of $5~000 to all operators 'iho submit
proposals. This is standard practice in the industry.
Parking Lot Lease (Kravas Property).
The proposed new lease will cover an additional orea,
Commission questioned the rate increase and the amount of
revenue the City cnn expect to derive from this lot.

St. Petersburg and they arc very interested in this issue since
it might have an effect on other areas. The Mayor also suggested
the night flying ban be marked on aviation chnrts,which would
put'nll pilots on notice, except in emergencies. The City Mana-
ger will submit n report on the matter.
Expressed concerns about the d~lays in acceptance of the
Land Use Elements. The City Manager stated some of these items
have been returned by the various agencies and the clements have
been updated.
She expressed concern regarding the number of fence variances
the Board of Adjustment and Appeals on Zoning has granted on
Landmark Drive. She suggested the Planning Department should
perhaps appeal these decisions. She also questioned the pro-
cedure involved if a building permit granted by the BAAZ ex-
pires~
