Thc rccommendation is that the Commission adopt n resolution
recognizing PACT, Inc. as n fund-raising, non-profit corporation
and committing the City of Clenrwatcr to lensing a tract of land
to PACT, Inc. for the purposc of constructing n Performing Arts
Ccntcr thereon.
Community Relations Ordinancc No. IS43 (Work Session Only)
Members of the Commission and Community Relations Board
present discussed various paragraphs of the ordinance, particu-
larly Section 7B-4, Community Rclations Board, and the composi-
tion of the board. The Commissioners supported a number of
less than 15 and felt 13 was a reasonable compromise. Discus-
sion of the categories to be represented on the board resulted
in the Commission's agreeing to submit a list of categories.
. Section 7B-6, Obj ectives, subparagraph (1), l~as amended
in the third line after "or marital st;)tus and" to read: "to
promote mutual understanding and respect among' members"; and
to delete the word "all" in thc fourth 1 inc. '
Section 7B-7, Powers and Duties, (l)(a), was amended to
delete. "intolerance and bigotry."
Section 7B-8, Filing of Complaints. Commission questioned
the lSD-day time frame and was advised it was consistent with
federal guidelines.
Section 7B-9, Processing Complaints. The 50-day time
frame is also consistent ,~ith federal guidelines. The phrase
"in good faith" in subsection (4) was discussed and left in
the ordinance.
Section 7B-18, Employment, subp~ragraph (7), line 3, was
amended to read, "because an individual is forty (40) or over,
etc." ,.
Commission will submit their list of categories and the
City Attorney will redraft the ordinance to be presented at a
future meeting.
The subject is to be retitled The Eldridge House instead of
the Mary Brown House.
Mrs. Dorothy Edmunds has requested time at the Commission
meeting for a presentation regarding the acquisition of the
house by the City for a cultural center and relocation to or
near the bay front tennis courts. Several parties interested
in preservation of the building have researched this matter and
desire to present their findings and objectives to the City
Commission.
Costs for relocation have been set at approximately
$40,000 and City departments have no use for the building. If
the property were located at the bayfront, it would have to be
elevated on pilings or on fill material to comply Nith the 13-
foot floodplain elevation in this area.
The Downtown Development Board has requested Peace Memorial
Presbyterian Church extend the time frame to March 31, 1979,
before disposing of the house. It was suggested the Commission
join the Downtown Development Board and also request an extension
of time to allow an interested private individual time to work
out a solution.
