Tenney Mayor/Commissioner Vice-Mayor/commi~sioner Commissioner Commissioner Commissioner Also present were: Anthony Shoemaker Frank Kowalski City Manager Chief Assistant City Attorney The City Manager called the meeting to order and Andy Nicholson, oceanographer, and Max Battle, city Engineer, gave a presentation on the existing problems in Clearwater Pass and the Clearwater Pass Bridge. The Clearwater Pass Bridge was constructed in 1962 and pro- vides a link between Sand Key and Clearwater Beach. Bridge maintenance involves regular inspections of the bridge and struc~ ture elements, operating machinery, safety devices, and other repairs as necessary. Clearwater Pass Bridge is constructed over an inlet which creates additional problems. The movement of sand into the pass narrows and deepens the pass and results in scouring and undermining of the bridge pilings which could result in struc- tural failure of the bridge. The University of Florida at the city's request ran a model study to determine the best design solution to the problem. The study recommends the Pass be restored to a uniform width and l2-foot depth cross section and construction of a 4,OOO-foot south jetty and an BOO-foot north jetty. The south jetty was constructed in 1975 and the recommendation is still to complete the dredging full width and construct the north jetty. The Florida Department of Natural Resources has endorsed the con- struction of the north jetty as necessary to prevent erosion of the public beach to the north and construction plans will be de- veloped. Finalized specifications and plans to advertise for construc- tion of a new dredge are under consideration. The bid p,ackage will include an alternate proposal for a used dredge to,~e. bid'~nd evaluated on its merits. The dredge required for Clearwater Pass will be too large to use in some salt water areas and/or in fresh water lakes, and the Engineering Dept. recommendsa second portable dredge be purchased. Status Report - Rapid Rail Route (work Session Only) John Selover - Sanitation Supt. presented a report on the areas to be considered for the one-man automated demonstra- tion routes for the new Rapid Rail sanitation trucks. Several commissioners requested their homes be included and the list is being revised. Budget Priorities (Work Session Only) The City Manager reported the Budget Pr iori ties as listed were from the departments and had not been reviewed. He re- ported a new division in the Engineering Department could be involved in the dredging program and surveys and the Water Quality Improvement Program.
