Supplemental Agreement - Accepting Sludge Application Truck
The grant application for the Northeast Treatment Plant
included acquisition of an additional sludge truck. There arc
presently two sludge trucks located at Boot Ranch that do the
spraying. The third will be used as a backup with Federal
funds paying 75% of the cost.

These ore City applications for rezoning portions of
Sand Key.

The City Manager reported the bids would be opened on
Tuesday, September 13, 1977.

Conmdssion reques~ed information on the cutoff point
for quantity of liquid chlorine.
c. Front-End Loading Containers
Commission discussed the decibel level requirements which
wlll be in effect in 1979.

b. Condon Gardens Storm Drainage ($-228.25)
Commissioner Nunamaker asked if some of the unemployed
residents of Condon Gardens could be put to work on this pro-
ject.
Verbal Reports and Other Pending Matters
The City Manager reported the Tampa Bay rlegional Planni~g
Council'S Water Management Plan is not totally acceptable to
the City as refinancing is not included in the plan. The
status of small, local municipalities for Federal financing
if the planning for the whole sewage treatment system is turned
over to an agency like the TBRPCJ is not clear and a reccommenda-
tion and a resolution will be presented.
A traffic study by Keith Crawford on the realignment of
State Road 60 and containing an outline o~ activities will be
presented.
Wells Brothers' have requested a permit ~or the private col-
lection and removal of garbage and trash.
The Golf Parl<: and Airpark will be taxed as the decision
of the Board of Adjustemnt upheld the Tax Assessor. The
physical improvements that have been made to the property and
the fact that the City o\ms the land will have an ef~ect on
what the property will be taxed. Commission requested an
in-depth report ~rom the City Manager on the alternatives to
Mr. Herbert Frank'S offer to the City.
The City Manager reported on a meeting with the School
Board and that the plans for Countryside High School were well
along. There will be a IJ200-seat auditor1wn. The plans
incorporate a very sophisticated sound systemJ theatre seating
and lighting systems. Bids will have to be let in approxi-
mately 60 days as they must be under construction 90 days
after receipt of federal funds. Commission suggested an
immediate letter to the School Board on expanding the facilltYJ
joint UAogeJ and requested the item be placed on the agenda for
Commission deliberation.

Commissioner Nunamaker
Reported a request for an ordinance to allow the diachar~e
of fire'arrns within the City Limits (under certain conditionD)
to allow construction of an indoor shooting range.
Commission discussed the procedures for oopying mail and
requested a recommendation from the City Manager.
Commissioner Nunamaker reported a number of complaints
from citizens about fishing from the bridge and he suggested
the Marine Advioory Board review the subject and offer an
opinion.
Commissioner DeBlaker
Presented a memorandum on ren9vations and suggeotions
for 'City Hall Annex.
Conunission reque'sted information on Haven House and Q,
tour of it after the n'.:hct \'lorlc session. The advisory boards
should be advised the City ,now owns the property and they
may mak~ Gugge~tions for use of the building.
Commissioner DeBlaker 6uggested,the Phillips House on ,
North Osceola Avenue behind the library be used for thE" 'Artist- I
In~Residence project. '
Commission discussed a letter from Sam Casella~ Executive
Director of the Clearwater DowntO\ffi Development Board) to '
RTKL) to amend the downtown plan. .
The Mayor requested a special work session for a report
on the housing needs of Clearwater to include the long-range
housing goals and the number of citizens on waiting lists.
, He also expressed concern about the unemployment situa-
tion and requested a report on how much rederal money is
