Report on Win~-Dixie Site for Main Library Commissioner Nunamaker reported the property and buildings are available at a cost of $450,000. The area is large enough to include an addition for administration and meeting rOODS. The Staff report noted that the site is a fairly central loca- tion with adequate free par~ing and does allow for considerable expansion. The Library operation could continue in the present structure without interuption until the new site in ready. The .ite is convenient to Prospect Towers Apartments, Barbee Towers, the Senior Citizens Center and the Haven House Center and is a viable operation. However, the existing buildin~~ are inade- quate and construction evaluations would have to be made. Pro~osed General Obligation Bond I~ DiscuaBlon ensued on the public works applications and the Planning Director reported two of Clearwater's projects are under consideration; a fire station and a library. However, it will be 6 months before the bonds ~re ready for sale and if the applications are approved the bond sale can be cancelled. It will be necessary to hire a bond counsel. The same proce- dures viII be used to inform the public as were used in the 1970 C.O.B. IS8ue, Bnd flyers viII be included in the utility billings and sent to those on voter registration lists. A citizen's advisory group to include members of the Parks and Recreation, Library, Community Relationa, and Auditorium Study CO.lIlitteQg will be formed. Proposed City Dredging Operations Commission requested a report on continuing costs and suggeated Heyward Matthews be contacted for an opinion. Telephone Communication~~nsultants The City will entertain proposals only from consultants who have no financial and/or other tyPp.s of arrangements with equipment lIlanaufacturers or telephone companies. The objectives of this consultant assistaD:e program will be an assessment of the City's current franchise agreement to determine the degree of compliance and clarification of conflicts of interpetation and the most effective utilization of the term~ of the agree- ment, a survey of current and anticipated future telephone communications including long-distance calls, nnd preparation of a long-range plan. . If the Golution shows a need fer a new communications system, the consultant would assist in evaluatinR and setting up bid proposals. The consultant would also oversee installa- tion and assure conformance of the nev system. This item will be withdrawn and agendaed for ~he June 2, 1977, meeting. Lease of City Marina Shell Service Station The leasee has been notified that the City does not de- sire to renew or extend the original 1e48e agreement and the reco..endation i8 to direct the City Manager to advertise for bids on the lease of City property at. the Marina. Co..isstoner Frank's Memorandum of May 12, 1977 Co.missioner Frank requested th6 first item relating to the Daniel Bandes property be deleted and that a representative from the Utilities D6partment be present to ansuer questions on utility bills.
