CITY OF CLEARWATER BRIEFING SESSION
April 12, 1976
The City Commission of the City of Clearwater met in
briefing; session at the City I1a1l, Monday, April 12, 1976,
at 9:30 a.m., with the Following; members present:

The Mayor called the meeting to order and stated he
wished to discuss the purposes of briefing sessions. lie felt
it was an opportunity to exchange ideas and to receive addi-
tional data from the Staff; attendance was voluntary and that,
decisions could not be made.
The City Manager reported at a recent meeting Commis-
sioners had asked for a budget session and he suggested a
work session at 9:30 a.m., May 10, 1976. He reviewed the
schedule for the 76/77 budget planning. No decision wHs
reached as there was a conflict on dates.
The City Manager requested Commissioner Frank attend a
TBART meeting, Wednesday, as Mrs. AeBlaker will be unable to
attend.
The following; items on the agenda were discussed:
Introductions.
A German student youth group will be introduced and
Joe Reis of the Chamber of. Commerce will welcome them in
German.
Purchasing; Ordinance.
Commissioner Frank suggested a change on Page 6, Section
15A?-10. - Exceptions to Bidding; Procedures.--that department
heads submit annually to the City Manager a list of the firms
and the dollar values involved in purchases of $500-or-less.
The City Manager stated this information is available from
the purchase orders.
The Mayor discussed the rejection of bids by the City
Manager or his designated representative.
Public Hearin - AL A untie Lands) Zonin, of Area #7.
This is the last phase of zoning; all the waters and sub-
merged lands within the City limits to the classification of
Aquatic Lands and covers area between the North Clearwater
Citylimit and Memorial Causeway adjacent to the Mainland and
part of the waters of Clearwater Harbor adjacent to Memorial
Causeway and waters of Stevenson Creek East to Overbrook Road
and to North Betty Lane.

Money Manager.
The recommendation is to discuss the merits of manage-
ment of General Employees' Pension Plan Funds by a pro-
fessional money management firm.
Jim Shively, of the Wyatt Company, actuarial agent for
the pension fund, was present. He reported approximately
$8,000,000 is invested with Aetna, and.the City is receiving
9% on those investments, and the balance is invested in
equities (common stock with a value of $1,600,000) which
have only yielded between 2 and 3% over a period of years.
He stated they sent out 15 questionaires to money managers
and received 13 replies, from which 6 were selected. lie
recommended the investment with Aetna be retained and the
equities be given to a money manager. The money deposited
with Aetna Life Insurance Company would be under an invest-
ment only contract.
Commission asked for a report on the current yield of
the stocks held by the Pension Fund and the value as of
March 31, 1976.
Staff and the Pension Advisory Board jointly recommend
the Boston Company of the Southeast and Loomis-Sayles and
Company.
The Pension Advisory Board requested information on the
proposed amendments they had suggested to the Pension Plan
and were advised these requests would have to go to refer-
endum. 'te first matter to be settled would be to hire the
investment counselor or money manager. Commission questioned
an additional fee to be paid for information on the requested
changes to the pension plan.
Requests for Funds from lira. Dorothy Harmon and Musicians
Association.
Commission questioned the legality of the requests and
where the funds would come from. Commission suggested the
various committees make recommendations on requests for funds.
Casualty Insurance - Ted Siver.
Ted Siver, consultant, presented a report to the Commis-
sioners on the City insurance program. He stated the insur-
ance industry has suffered serious losses in recent years.
Proposals were sent out on fourteen policies subject to bid,
and six agents submitted proposals on one or more policies.
No proposal was received on the umbrella liability coverage
which insures the City against catastrophic loss from general,
automobile and employers liability obligations.
Many insurance firms do not bid as they prefer to negotiate
but State law requires municipalities to go out on bid. Ile
recommended a package deal he selected for the best cents.
Insurance costs this year will run approximately $45,000 more
than last year. Basically, the coverage will remain the same.
He also recommended a modified self insurance program for'the
City.

Reconsideration of Annexation Request - 1209 Canterbury Road,

The original request was denied but the ordinance allows
a new application to be accepted for consideration within a
period of twelve months if new information is available.
Appeal to Waive Assessment for Paving - 11artStreet.
The property owner has the option of paying an assess-
ment bill- over a ten-year period in ten equal installments,
but when such assessment charges are not paid within a given
period, a lien bearing 8% interest plus costs is placed against
the property.
Annudl Water Main Extension Contract.
Request has been received from A. S. Petrantoni for final
payment on the annual water main extension contract with
J.A.S. Enterprises in the amount-of $17,097.25.
Commission questioned the wording in the contract for
final payment.
Moccasin Lake_ Development Plan.
The Rotary Club of East Clearwater has offered to prepare
a Development Plan for a "Nature Park" at Moccasin Lake at no
cost to the City. The Commission suggested this be referred
to the Parks and Recreation Board for their comments and
suggestions.
Request of Clearwater Mobile Home Owners Association.
The City Manager reported they were requesting two things:
reimbursement for relocation costs and allow mobile home park
tenants to organize and negotiate collectively as to park
conditions and rental terms.to be included in a City Ordinance.
Chesapeake Villas Status Report.
Staff ha3 researched the possibility of acquiring the
units sold at Chesapeake Villas and the interviews indicate
two owners desire to remain, five would like to sell, and
four were unavai]able for interview.
The Mayor reported a serious vandalism problem there and
suggested cleaning up the area.
Commission asked for relocation costa; costs of improve-
ments made by the homeowners and a report from Clearwater 235
Inc.
Dyna-Flow: Temporary Sewer Service Agreement.
This would be a temporary arrangement until the North-
east sewage plant becomes operable. The agreement states
Dyna-Flow will provide a maximum of 200,000 gallons per day
and the City will receive all tap fees, but Dyna-Plow will
receive from the City the money from the monthly sewer rate
for those units being served on a temporary basis.

Environmental Management - N.E. Spray Irrigation ]Melds.
The City Manager requests authorization to seek bids for
professional management and operation of the N.E. Interim
Sewage Treatment Plant Spray Irrigation Fields. The opera-
tion of the spray irrigation fields provides a scientific
opportunity to examine the feasibility of utilizing treated
wastewater effluent for growing crops. An environmentally-
managed program would also assure that the fields are meeting
all requirements established by the U.S. Environmental Pro-
tection Agency and the F.D.E.R.
R. 11. Le atti President of Electromagnetic Industries, has
issued an invitation to the Commission to visit and tour their
facilities in Clearwater Industrial Park.
Authorization to Seek Bids - Roll-Off Containers.
The original agreement with Wells Brothers has expired
and the City Manager requests authorization to advertise for
bids to provide trash and garbage pickup to serve large com-
mercial establishments and institutions such as Morton Plant
Hospital, Clearwater Mall, and Countryside Mall within the
City.
Condon Gardens Request for Traffic Signal at Route 60.
Commission discussed the number of other requests from
residents along Gulf-to-Bay Boulevard and requested Staff be
more emphatic when replying to these requests as this function
is State controlled. Staff feels a turning lane is needed
rather than a light at Bayview. A light for the fire station
should receive priority so that emergency vehicles could get
out quickly.
Boards.
Commission was notified of vacancies on the Community
Relations Board and the Pinellas County Industry Council.
Verbal Reports and Other Pending Matters.
Assistant City Manager Tony Shoemaker reported the Com-
mission would like to have a special work session with the
Charter Committee and the Staff, and suggested the City
Manager set a date.
Other Commission Action,
Commissioner Martin asked for the date of demolition for
the Towers case. She noted the Urschel house has been badly
vandalized and the City Manager reported demolition had been
authorized.
The Mayor discussed the beautification program, particu-
larly asking that the school at Grove and Greenwood be
secured and the area from Greenwood to North Ft. Harrison,
Park and Pierce, is very disreputable, with a great deal of
trash and debris around.
Commissioner Martin asked to re-order the agenda.
City Attorney Reports.
A resolution will be on the agenda authorizing Anthony
L. Shoemaker to serve as Acting City Manager when the City
Manager is out of town„
