F'loyd Herbert M. �rown Commissioner Commissioner City Manager City Attorney The City Manager stated discuasion of �he two Parks and Reereation i�etns wou].d be considered iirst as the Staff and Board were present. City Mana�er, Jeff Butler presented the background information as follows: when �he budge� was put �oge�her �wo issues were 1.ef� unresoZved, one dealt wxth char�es far Recreation Pragrams and the 2nd dealt with proposed recreatian program funding. A surnmary of act�.vxties , costs , pro j ected i.n-- come and expendi�ures was pr�sen�ted. Commissioner WilZiams assumed �he chair at 10:00 A.M. Comm�ss�.oner Rankin questioned income on some af �he Arts � Craits ac�a,vities but no expenda.tures. Parks and Recrea�ion Diractor explained several activi�ies �re �aught by �he same regular emp�oyee specia�.is�s who work a1.Z over the C�,ty on regular City programs. At �he presen� �z,me there is no charge except for mate�ci.a�.s and the pxopased charges wi11 bring in ex�ra annua3. i.ncome or revenue. Comma.ssioner Rankin ques�ianQd differen� ratios to be charged resident and non-residen�s of th� Ci.ty �or various pragrarns, Parks and Recrea��.on Director explained some were annual charges �or year-round acta.vities, vers�s 6 or B week classes in Arts and Crafts activi�ies and no ra�io�:was used. They did use a general yardstiek taking 3.nto considera�ion seasonal activities, cos� fac�ars, and ag� groups Qtc., and were suggestin� ra�her than recommending �he proposed charges. Surroundin,; cities and �owns were contacted for �h�:ir rat�s and comparisons were made. Annual membership fees �.n addi�ion to a regular aharge are m�c.� by �he City o� Larga. The Commissian was �.nvited to visit �he actzva.fiies and see �or themselves. The City Manager suggested the charges be put �.n�o effect for 2 or 3 mon�hs and then �arks and Recreati.on wou�d report back. He a1.so stated recen� 1.egislation had been passed makin� a.t possible �or the municipa3.i�a,es ta �et tagether wi�h �he counties �o set up recrea��.on servic� dis�ricts similar �o �h� Fire Da.s�r�.cts . Jeff Bu��.er presented �he fac�:s an �he Pax�ks and Racrea- ti.an Capital improvement Pro�ram. A moti.on was adopted unani- mously by �he Cammission when budget was approved to delay the soft ba11. compiex and �o uta.lzze.�the $225,000 for addi�iona�, neighbarhood recreatian �acilities. Fina]. decision was he1.d up awai�ing a briefing session with �he Parks � Recrea�ion S�a,ff and the Parks E Recreation Board. A�1 were present �o da.scuss the plan and the Commisszon is to da.rect which n�igh-- barhood facil,ities are to be considered. The Staff and Board are recommenda�ng �he soitba7.1 complex . The Parks and Recreation Direc�or spoke in favor �f �he soitball coraplex, and distribu�ed a CZearwater Sun article of May 12, �.97�+ criticising new rules which had to be adop�ed �o speed up the game.
