He said the Downtown Development Board would probably 1iko it downtown but that he cannot recommend it aG a benefit for the whole City. The City Manager mentioned several very successful civic centers constructed on less than 20 ncres. Mayor Hougen announced that Clearwater has a temporary audi- ,toriumfacility in the south end of the former 'Montgomery Ward' property, to accomodate about 350 people. The City Attorney re- commended exploration of a General Obligation Bond issue or a Revenue Certificate issue for financinf, the project.
