A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, OPPOSING THE TRANSFER OF URBAN
MINOR ARTERIAL ROADS TO PINELLAS COUNTY BY THE FLORIDA
DEPARTMENT OF TRANSPORTATION.
WHEREAS, Pinellas County has been advised of a possible transfer to the
County of all or a portion of the urban arterial roads currently on the state
highway system, involving approximately 95 centerline miles of facility: and
WHEREAS, there are currently less than 80 miles of arterial roads on the
county road system, making the impact of such a transfer undesirable; and
WHEREAS, improving the state minor arterial roads would cost over two-
thirds of a billion dollars which would amount to an additional capital need
for the County of almost $35 million annually: and
HHEREAS, approximately 27 miles of the arterial system is currently
operating at Level of Service >>E" or >>F,>> requiring an additional 36 miles of
major improvements by 1995 by the state system if this backlog is to be
~l1eviated; and
WHEREAS, funding sources to meet the above needs have not been identified
by the County; ,now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The Governor of the State of Florida and the Pinellas County
delegation to the Florida Legislature are hereby requested to oppose the transfer
of all or any portion of the urban minor arterial roads by the Florida Department
of Transportation to the County.
Section 2. This resolution shall take effect immediately upon adoption,
and a copy hereof shall be forwarded by mail to the Governor of the State of
Florida, Secretary of Transportation Ben G.. Watts, the Pinellas County
Legislative Delegation. the Board of County Con~issioners of Pinellas County,
and all other municipalities within Pinellas County, Florida.
