RESOLUTION NO. 89-28
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA, SUPPORTING A 35-MILE RECREATIONAL
PATH BETWEEN TARPON SPRINGS AND ST. PETERSBURG ALONG
PORTIONS OF THE SCl (NOW CSX) RAIL CORRIDOR AND THE
McKAY CREEK DRAINAGE CANAL, AND URGING THE PINELLAS
COUNTY BOARD OF COUNTY COMMISSIONERS TO IMPLEMENT SAID
PLAN AT THE EARLIEST POSSIBLE TIME.
WHEREAS, the bicycle death and accident rate in Florida is three times
the national average, including 6 fatalities and 525 reported injuries in
bicycle/car collisions in Pinellas County in 1987; and
WHEREAS, improving transportation facilities for shared use by bicycles
and pedestrians is an appropriate step toward reducing bicycle accident rates:
and
WHEREAS, a unique opportunity exists to utilize two sources of available
land, the county~owned property adjacent to McKay Creek and other drainage

easements, and the abandoned and state-owned Seaboard Coastline (now CSX)
Railroad right~of-way, for such purpose; and
WHEREAS, the City of Clearwater is vitally interested in the provision of
facilities for bicycles and pedestrians: now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The City Commission hereby endorses the concept of a 35~mile
recreational path between Tarpon Springs and St. Petersburg along portions of
the SCL (now CSX) rail corridor and the McKay Creek drainage canal, and urges
the Pinellas County Board of County COJmlissioners to implement said plan in
recognition of the immediate value and interest that exists for this project.
Section Z. The City Clerk shall forward copies of this resolution to the
Pinellas County Board of County Commissioners immediately upon adoption.
Section ~. This resolution shall take effect immediately upon adoption.
