RESOLUTION "0. 89-24
A RESOLUTION OF THE CITY CO,.,ISSION OF THE CITY OF
CLEARWATER, FLORIDA, ENCOURAGING THE CONTINUED FINANCIAL
SUPPORT OF PUBLIC TRANSPORTATION BY THE UNITED STATES
OF AMERICA AND THE STATE OF FLORIDA.
. WHEREAS, there has been forged an effective partnership between the
federal, state and local governments for the delivery of public transportation
services: and
WHEREAS, a decrease in the financial support provided to mass transit at
either the federal or state level would be counterproductive in reaching their
goals of increasing mobility, reducing traffic congestion, and enhancing air
qua li ty; and
WHEREAS, mass transit has been and will continue to be an essentia 1 element
of the nation's transportation network; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. President George Bush and the Congress of the United States
are encouraged to maintain federal funding of the Urban Mass Transportation
Administration Programs and, specifically, the transit operating assistance
portion thereof, at their FY 1989 levels at a minimum.
.section 2. Governor Bob Martinez and the Legislature of the State of
Florida are encouraged to fund public transportation operating assistance
programs at the FY 1989 levels at a minimum.
Section 3. The President, the Congress, the Governor and the Florida
Legislature are encouraged to work with the various transit systems and their
policy bodies to develop a long-term solution to the funding of mass transit
operating expenses and, concurrently, establish acceptable criteria to guide the
development of efficient and cost-effective public transportation.
Section 4. Upon the adoption of this resolution, the City Clerk shall
forward copies by mail to the President of the United States, the Congressmen
from District 8 and District 9, State of Florida, the two Florida Senators, the
Governor and the Pinellas County legislative Delegation.
Section 5. This resolution shall take effect immediately upon adoption.
