RBSOLUTION
No. 88 - 47
A RESOLUTION OF TUB CITY OF CLEARWATER. FLORIDA,
DESIGNATING SPECIAL TRANSPORTATION AREAS AND
ESTABLISHING LEVELS OP SERVICE POR STATE PRIMARY
ARTERIALS SERVING THEM, AND REQUESTING THE FLORIDA
DEPARTMENT OP TRANSPORTATION, METROPOLITAN PLANNING
ORGANIZATION AND TAMPA BAY REGIONAL PLANNING COUNCIL
CONCURRENCE WITH THESE DESIGNATIONS.
WHEREAS, the City of Clearwater desires to encourage redevelopment
and employment centers in both western and eastern portions of the city; and
WHEREAS, downtown Clearwater is a Community Redevelopment District,
with an adopted redevelopment plan; and
WHEREAS. Park Place Development of Regional Impact has significant
potential for growth in employment, both on-site and in its effect on nearby
property including Clearwater Mall; and
WHEREAS, Some State primary arterials which serve these project
areas either now or within the next five years, are not expected to meet
recently established P.D.O.T. operating standards for urban primary arterials:
and
WHEREAS ,
the
City
continue
of Clearwater desires
to
development/redevelopment consistent with previously approved plans; and
WHEREAS, P.D.O.T. has established Special Transportation Areas
(S.T.A.'s) as a means of allowing local growth management objectives to
mitigate the desired P.D.O.T. operating standard; and
WHEREAS, P.D.O.T. has requested that S.T.A.'s be approved prior to
their inclusion in the local Comprehensive Plan.
NOW, THEREPORE BB IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OP CLEARWATER, PLORIDAz
1. The City of Clearwater requests that Special Transportation
Areas be established for Downtown Clearwater and Clearwater Mall/Park Place,
as shown and described in Attachments 1 and 2.
2. Level of Service standards for state primary arterials be
reduced to Level of Service -8- for the following linksz
Downtown Clearwaterz for SR 60, between Memorial Causeway and
Highland Avenue; for Alt. 19, between Myrtle Avenue and Druid Road.
Clearwater Mall/Park Places
for US 19 between SR 590 and Belleair
Road.

3. The.e S.T.A.'. be con.idered permanent designations, to remain
in effect until the plan i. .ubject to evaluation and apprai.al no more than
five years after the date of adoption.
4. This resolution shall become effective immediately upon its
adoption.

area bDunded by Old Coachman Road, Draw Street, McMullen-Booth Road, SR 60,
Seville Boulevard, and Druid Road, as followsl
Begin at the Old Coachman Road and Drew Street, and then run east along Drew
Street, to McMullen-Booth Road, then run sDuth to S.R. 60, then run west to
the intersection of Sky Harbor Drive (which becomes the perimeter road
surrounding Clearwater Mall), then run south and east to join Seville Blvd at
its outlet from Clearwater Mall, then run west on Seville Blvd. to US 19,
then run north along US 19 to Druid Road, then run west on Druid Road to a
point 400 feet wast of the centerline of Bypass Road, then north from this
