A RESOLUTION OF THE Crry COMMISSION OF THE CITY
OF CLEARWATER, FLORIDA, URGING THE FLORIDA STATE
LEGISLATURE TO PASS A BOTTLE BILL IN ORDER TO
REDUCE 'rHE LITTERING AND THE COSTS OF SOLID WASTE
DISPOSAL.
WHEREAS, discarded beverage containers line Florida's roadways,
beaches, parks and waterways and overflow its landfills; and
WHEREAS, these containers are the most dangerous, most costly
and least bio-degradable portion of litter and cost cities and
counties millions of dollars to clean up; and
WHEREAS, in the nine states that have deposit legislation,
residents return 90 to 95% of their empty containers for recycling,
and as a result beverage container litter along roadsides is
reduced by over 80%; and
WHEREAS, Florida is faced with a serious problem of solid
waste disposal and the State Comprehensive Plan calls for a
reduction in the solid waste stream to 55% of the 1985 level, by
the year 1995; and
WHEREAS, the majority of Florida residents favor the enactment
of a bottle bill;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA:
Section 1. The City Commission of the city of Clearwater urges
the 1987 Florida Legislature to pass a bottle bill which requires
a minimum five cent deposit on all non-refillable aluminum, glass
and plastic beverage containers to encourage their return for
recycling.
Section 2. This Resolution shall take effect immediately
: upon adoption.
