RES 0 L UTI 0 N No, 85 - '79 A RESOLUTION REPEALING RESOLUTION NO. 85-69 IN ITS ENTIRETY; AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR AN AQUATIC PLANT CONTROL GlU~Nrl', 'ro ACCEPT l~UNDS FROM THE STATE OF FLORIDA FOR AQUATIC PLANT CONTROL, TO ASSURE THAT THE S'l'J\TE FUNDS ARE USED ON WATERS THAT ARE MANAGED FOR PUBLIC FLOOD PREVENTION, TO APPOINT A PROJECT ADMINISTRATOR,. AND TO ]\PPOINT A PROJECT FINANCIAL OFFICE, IN CLEARWATER, FLORIDA. WHEREAS, the City Commission of the City of Clearwater, Florida, passed Resolution No. 85-69 on August 1, 1985, authorizing the filing of an application for an aquatic plant control grant from the State of Florida, Department of Natural Resources: and WHEREAS, the Department of Natural Resources has now advised the Project Administrator that it requires a statement in such resolutions that the City has sufficient funds on hand to match the State funds; and WHEREAS, this statement was not included in Resolution No. 85-69, and, therefore, the same should be repealed, and a r~ew resolution ~ , , enacted containing the verhage required by the State; and WHEREAS, the City of Clearwater has certain responsibilities for aquatic plant control in waters within its jurisdiction; and WHEREAS, the City of Clearwater currently conducts an aquatic plant control program for creeks, ditches, and other waters within its jurisdiction, for purposes of flood control; and WHEREAS, the City of Clearwater will benefi~ from financial assistance available from the State of Florida, Department of Natural Resources; and WHEREAS, the city of Clearwater has sufficient funds on ,hand to match the State funds, on an equal basis; and WHEREAS, the City of Clearwater is a City as defined in the Department of Natural Resources' administrative rules of Chapter 16C-50, Florida Administrative Code; and WHEREAS, the City of Clearwater acknowledges ,the necessity of assigning a Project Administrator to s~rve as a liaison with the Department of Natural Resources in routine matters and provide . direct supervision and administration; and REs. 85-79 9/S/85 -1- .I 'J ...~... WIIEHE1\S, tho City of Clearwnter ncknowlodgos tho necossity of assigning a Project Financial Officer who in primarily responsible for maintaining finnnciol and accounting records, NOW, THEREFORE, BE I'r RESOLVED BY 'l'HE CITY COMMIHSION OF 'l'HE CI'l"l OF CLEAHWl\'rER, l~LOI:UDA, IN SESSION DULY 1\ND REGULARLY ASSEMBLED, AS FOLLOWS: 1. That Resolution No. 85-69, passed on August 1, 1985, is hereby repealed in its entirety. 2. That the City Hanager is authorized to file nn application for an aquatic plant control grant from the State of Florida, Depart- ment of Natural Resources. 3. That the City Manager is authorized to accept 'agrant.:" .~ from the State of Florida, Department of Natural Resources, pro- viding financial funding assistance for the aquatic plant control program. 4. That the waters to be managed for aquatic plant control with the use of funds from the City of Clearwater aquatic plant contr.ol budget, which is submitted as partial fulfillment of the State Aquatic Plant Control Funding program application requirements and coincides with the approved City of Clearwater work plan, are accessible to the general public or are managed for flood prevention for public benefit~ 5. That Ream Wilson, Director, Parks and Recreation Department, is assigned by the City as Project Administrator who is knowledgeable of all provisions of the State Aquatic Plant Control Funding Program and Chapter 1GC-50, Florida Administrative Code. 'G. That Daniel J. Deignan, Finance Director, is assigned by the City as Project Financial Officer who is knowledgeable of all financial and accounting requirements of the State Aquati.c Plant Control Funding Pr~gram and Chapter lGC-50, Florida Administrative Code. 7.
